    Two Phase Selection Process:
    This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.

    Washout at Km 897 Repairs

    Work Description:
    Public Services and Procurement Canada has a requirement to complete repairs at the Km 897 Washout by installing two 2.1m diameter culverts (150m in length each), fill material, and road base to safely re-open the roadway to the public. 
    
    Work to be performed under this Contract includes, but is not limited to the following:
    
    1. Excavation of material, with cut slopes of approximately 40m in height
    2. Installation of temporary access to the site
    3. Installation and backfill of two 2.1m diameter Culvert segments (smooth walled steel pipe) 150m in length each, and Corrugated Steel Pipe (CSP) to be supplied by Canada, field splices to be welded by the Contractor
    4. Transportation and installation of embankment material, supplied by Canada from a nearby source
    5. Transportation and installation of granular road base materials, supplied by Canada from a nearby source
    6. Cleaning and grouting of existing 900mm diameter culvert currently obstructed
    
    Mandatory Requirement:
    The Government of Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples.  This project will take place on the traditional territories of the Kaska Dena Council, specifically Daylu Dena Council (herein jointly referred to as Indigenous Peoples). 
    
    As part of Canadas commitment to reconciliation with Indigenous Peoples, this procurement requires bidders to include an Indigenous Participation Requirement (IPR) that provides the local Indigenous Peoples on whose traditional territories the project is located, opportunities to participate in the performance of the federal Work through the provision of goods, services, training, employment, apprenticeship or sub-contracting opportunities.  All bidders must provide specific planned participation for the Indigenous Peoples and firms owned by Indigenous Peoples throughout the duration of the project.
    
    Canada has worked successfully in the past to leverage capacity building for Indigenous Peoples and is pleased to continue working collaboratively with Indigenous communities and stakeholders on all federal projects.
    
    The minimum mandatory Indigenous Participation Requirement is 15% of the contract value.
