    TITLE:  
    Living Units 1, 2, 3, & 4 Midlife Interior Refit, Mountain Institution
    
    LOCATION:    
    4732 Cemetery Road, Agassiz, BC
    
    WORK DESCRIPTION:
    The work to be performed under this contract includes, but is not limited to: 
    
    Living Unit 1:
    - Remove all existing flooring in all rooms outside of mechanical, service rooms and showers, install MMA flooring throughout including but not limited to cells, community spaces, washrooms, janitorial closets and administrative offices. Replace resilient stair treads with new.
    - Remove all cell furnishings in all cells. In existing cells with double bunks, the bottom bunks and mounting rails are to remain, and the upper bunks and ladders are to be removed and turned over to Departmental Representative. Provide all new cell furnishings according to drawings.
    - Patch and paint all walls, doors, door frames, window bars and window frame of each cell.
    - Replace toilet flush valve controls in each cell with touch sensors buttons and electronic valve.
    - Remove all toilets in cells and turn them over to Departmental Representative. Install new floor mounted toilets with wall drainage outlets. Modify the cell wall and drain line to remove existing toilet drain configuration and install new drain configuration. Provide drainage cleanout plug with blockage stopper in new drain configuration. 
    - Within each cell, replace the faceplates of three receptacles, one switch and one cable outlet with stainless steel plates, installed with aluminum rivets. Remove second cable faceplate and cap wire in the double bunk units and replace with a flush stainless-steel faceplate installed with aluminum rivets. In existing accessible cells and cells with double bunks, install new surface-mounted tv outlet and rigid extension conduits.
    - In the mechanical room, install a single hot water mixing valve to reduce the temperature of the water coming from the hot water storage tank, before it is distributed to the cells.
    
    Living Unit 2, 3 & 4:
    - Remove all existing flooring in all rooms outside of mechanical and service rooms, install MMA flooring throughout including but not limited to cells, community spaces, washrooms, janitorial closets and administrative offices. Replace resilient flooring over stairs and install new at control posts.
    - Remove all curtains and friction fit rods in cells and preserve for reinstallation. Reinstall at the completion of the renovations. Remove permanently including base mounts in designated accessible cell only, patch and paint mounting points.
    - Remove all furnishings in all cells, preserve beds for reinstallation. Install new furnishings in all cells according to drawings and reinstall all beds with new fasteners. One accessible cell per unit will remain.
    - Replace all cell bed lights with new custom LED bed light fixtures. Remove one fixture from accessible cells and cap with flush stainless steel wall plate mounted with rivets.
    - Patch and paint all walls, doors, door frames, window bars and window frame of each cell.
    - Replace toilet and lavatory flush valve controls in each cell with touch sensors buttons and electronic valve.
    - Remove and reinstall all existing toilets to facilitate new flooring installation. Provide drainage cleanout plug with blockage stopper on drain lines.
    - Within each cell, replace five receptacles, one switch and two cable face plates with stainless steel plates, installed with aluminum rivets. Remove the second cable faceplate and cap wire in the accessible cells and replace with a flush stainless steel faceplate installed with aluminum rivets.
    - Replace all cabinets and counters at all kitchenette stations with open stainless-steel units with integral sink and new sink trim.
    - Patch and paint walls behind washers, dryer, kitchen cabinets and counters, paint full height.
    - Replace the central hot water mixing valve in the mechanical room.
    - Replace shower wall finish with MMA to match the flooring without texture. Remove, retain, and reinstall existing shower trim and accessories. Remove and replace shower curtains and tracks.
    
    OPTIONALSITE VISIT: 
    Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    A site visit is scheduled for Tuesday, February 19, 2019, at 1:00pm PST, at the PWGSC Site Office at Mountain Institution, located at 4732 Cemetery Road, Agassiz, BC
    
    A maximum of two (2) representatives per bidder will be permitted to examine the sites.  Contractors attending the site visit are required to show one (1) piece of government issued ID, such as a Driver’s License. 
    
    All contractors must wear a high visibility vest, hard hat and safety boots which meets WCB standards, for all site visits including a tender site visit.  No cameras, cell phones (of any type) or laptop computers are allowed into institutions at any time.
    
    TWO-ENVELOPE BID
    This Bid shall be submitted following a "two-envelope" procedure. Refer to SI05 of the Special Instructions to Bidders.
    
    BID DEPOSITORY
    The General Contractor must obtain bids for the Mechanical trade through BidCentral Online Bidding for Subcontractors (BOBS) according to its rules of procedure (www.bidcentral.ca/bobs).  All questions regarding BidCentral Online Bidding for Subcontractors is to be referred to the BOBS Administrator as indicated in the BOBS rules of procedures. 
    
    The General Contractor must instruct the Mechanical Trade Contractors bidding directly to the General Contractor to bid on the scope of the work as defined in the BOBS rules of procedures (e.g. trade definitions, specification sections etc.).
    
    Notwithstanding anything else contained in this bid solicitation, no Bidder, General Contractor or Subcontractor or any other person or entity will have any claim whatsoever (including but not limited to a claim of negligence) or any compensation of any kind whatsoever against Canada as a result of participation in or use of BOBS, or participation in the BOBS process, or as a result of the interpretation, application or non-application of their rules of procedure.
    
    COMPLETION DATE:  
    The Contractor must perform and complete the Work within 113 weeks from the date of notification of acceptance of the offer.
    
    VALUE OF PROJECT:
    To assist with bonding and insurance requirements this project is estimated to cost approximately $6,500,000.00.
