    TITLE : Compact-iCATSI (Compact Improved "Compact ATmospheric
    Sounding Interferometer")
    
    
    DRDC Valcartier recently acquired iCATSI, a state-of-the-art and
    highly sensitive hyperspectral sensor specialized for smaller
    field of view applications. The system integrates optical
    subtraction FTIR radiometry, a multi-element long wave IR sensor
    which scans to provide an imaging field of regard of 16 milirad
    (vertical) X 24 milirad (horizontal) resulting in an observed
    scene of 16 X 24 meter at 1 km. iCATSI also includes a long wave
    single pixel sensor, a bore sighted visible camera and operating
    and detection software. 
    
    The iCATSI performance was successfully demonstrated to the
    military client; however its volume and weight need to be
    reduced considerably to meet the application requirement
    (minimum 30% in weight and volume).
    
    The objective of the contract is to improve and develop detailed
    concept and design to reduce the weight and volume of iCATSI and
    produce the best design. 
    
    Task 1 : Analysis and design
    The Contractor must design detailed concept of compact-iCATSI
    that meets the requirements listed in the Statement of work. 
    
    Task 2 : Documentation
    The contractor must document the detailed concept based on the
    task 1 results in the manner described at Annex A. 
    
    Task 3 : Pre-Production (option 1)
    As an option, the Contracting Authority may request, in writing,
    the production of the first compact-iCATSI unit. This first unit
    must be delivered no later than 12 months after the option is
    exercised. 
    
    Task 4 : Supply and delivery of additionnal units (option 2).
    Depending on the results of acceptance tests performed by the
    contractor and at the discretion of DND, the Contracting
    Authority may request, in writing, the production and delivery
    of  2 or 3 additional units of the compact-iCATSI no later than
    12 months after the option is exercised.

    Documents referenced in article 2 of the Statement of Work can
    be provided on a CD upon request to to the Contracting
    Authority, preferably via email at
    gabriel.piras@tpsgc-pwgsc.gc.ca.
    
    The organization for which the services are to be rendered is
    Defence Research and Development Canada - Valcartier (DRDC -
    Valcartier).
    
    The period of the Contract is from date of Contract to March
    31st, 2018, inclusive.
    
    All the deliverables related to Tasks 1 and 2 must be received
    on or before March 31st, 2015.
    
    The Contracting Authority may exercise option 1 within six
    months after acceptance of deliverables raleted to Tasks 1 and 2
    by sending a written notice to the Contractor.
    
    The Contracting Authority may exercise option 2 at any time
    before March 31st, 2017, by sending a written notice to the
    Contractor.
    
    Estimated amount of available funding for this contract : 
    Tasks 1 and 2, "Analysis and design" and "Documentation" :
    $900,000.00,Applicable Taxes extra.
    Task 3, "Option 1 - Pre-Production" (delivery of the first
    unit). : $1,200,000.00,Applicable Taxes extra.
    Task 4, "Option 2 - Supply and delivery of additionnal units" :
    $2,400,000.00,Applicable Taxes extra.
    Total : $ 4,500,000.00, Applicable Taxes extra.
    
    Defence Research and Development Canada - Valcartier has
    determined that any intellectual property rights arising from
    the performance of the Work under the resulting contract will
    belong to Canada.
    
    Bidders must provide a list of names, or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2003
    (https://buyandsell.gc.ca/policy-and-guidelines/standard-acquisit
    ion-clauses-and-conditions-manual/1/2003/16).
    
    For services requirements, Bidders in receipt of a pension or a
    lump sum payment must provide the required information as
    detailed in article 3 of Part 2 of the bid solicitation.
    
    There is a Federal Contractors Program (FCP) for employment
    equity requirement associated with this procurement; see Part 5
    - Certifications, Part 7 - Resulting Contract Clauses and 
    Attachment 3 named Federal Contractors Program for Employment
    Equity - Certification."
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
