Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of National Defence (DND) requires analysis of lidar data obtained with the Neptec Obscurant Penetrating Autosynchronous LIDAR (OPAL) in a virtual synthetic environment. The lidar data were obtained in June 2013 with the OPAL system mounted on the National Research Council (NRC) Aerospace helicopter, Flight Research Laboratory (FRL). The trial objectives were to demonstrate the see-through and see and remember capabilities of a ladar based technology solution to Degraded Visibility helicopter operations. The goal is to identify an area suitable for helicopter landing in the presence of objects on the ground and under conditions of increasing dust concentrations. It is required to produce fused images of the Neptec OPAL Lidar with the Common Data Base (CDB) Operational Training Systems Provider (OTSP) and Medium to Heavy Lift Helicopter (MHLH) data bases developed by CAE for DND and to create movies (approximately 2 minutes each) of this data fusion for ten (10) flight trials. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: An existing capability (Software) to read OPAL data. An existing capability (Software) to read NRC Nav data. An existing capability (Software) to geo reference OPAL data. An existing capability (Software) to eliminate dust cloud lidar return from the scene. An existing capability (Software) to convert OTSP and MHLH common data bases to a format compatible to a data fusion and display software. An existing capability (Software and hardware) to produce and replay in real time the synthetic images produced by the helicopter environment, through playback of Opal, Nav data and OTSP and MHLH data bases as a function of time. An existing capability to produce videos of the synthetic images in a format compatible with standard PC video players. The work must be completed before March 31 2014. 4. Applicability of the trade agreement(s) to the procurement This procurement is not subject to any trade agreement. 5. Justification for the Pre-Identified Supplier To our knowledge, CAE is the only firm that meets the criteria in Section 3, Criteria for assessment of the Statement of Capabilities, of this document. It is the only company whom can make the fusion of the June 2013 OPAL lidar trials with the helicopter navigation data and the OTSP/MHLH common data bases and can present it in a synthetic environment. 6. Government Contracts Regulations Exception Exception 6(d) of the Government Contracts Regulations has been invoked for this requirement, since only one firm is able to meet the contract requirements. 7. Exclusions and/or Limited Tendering Reasons Not available 8. Ownership of Intellectual Property Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 9. Period of the proposed contract or delivery date The proposed contract is for a period from the award to March 31st, 2014. 10. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 12. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is December 16, 2013 at 2:00 p.m. EST). 13. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
