    Supply Arrangement EE517-121480 - Quebec Region, for
    environmental investigation of site services for hydrogeologist. 
    
    Title
    Decommissioning and installation of wells, groundwater quality
    monitoring, soil characterization and wetlands -
    Havre-Saint-Pierre airport
    
    
    Background
    Public Works and Government Services Canada (PWGSC), on behalf
    of Transport Canada (TC), requires the services of an
    environmental contractor to conduct groundwater quality
    monitoring at the Transport Canada-owned site of
    Havre-Saint-Pierre airport in Quebec. Related work will also
    have to be conducted by the contractor, including the
    decommissioning and installation of groundwater monitoring
    wells, surface soil characterization near the two fuel storage
    tanks, and identification and delineation of wetlands on the
    airport site.
    
    The work under this contract will be performed in preparation
    for the proposed airport rehabilitation. TC intends to carry out
    work on the movement area of the Havre-Saint-Pierre airport,
    including the runway, taxiways and apron. The surface of these
    facilities is past its useful life and work must be done to
    restore the surface. The proposed work also includes expansion
    of part of the apron to ensure safer aircraft manoeuvring on the
    ground. Major earthwork in the graded areas will have to be done
    to comply with new regulatory standards. This includes filling
    drainage ditches and excavating rock and organic soils along the
    runway in the transitional surface. 
    
    As part of groundwater quality monitoring carried out at the
    site in previous years, various parameters were detected at
    concentrations exceeding the applicable criteria, including
    certain MAHs, PAHs, and metals. 
    
    The purpose of the work is to continue groundwater quality
    monitoring, clarify the boundaries of the sector(s) affected by
    groundwater contamination, verify the soil quality near the
    storage tanks, and delineate the wetlands on the property. 
    
    
    Description of requirement 
    
    The work under this contract can be divided into the following
    five categories:
    decommissioning of monitoring wells located within the paved
    surface rehabilitation areas and damaged or unused wells acting
    as preferred contaminant migration pathways;
    installation of two new wells in unconsolidated sediments;
    groundwater quality monitoring for all wells at the site as well
    as drinking water wells (Q-28 and Q-1);
    surface soil characterization in the sector of the fuel storage
    tanks located east of apron;
     identification and delineation of wetlands on the property.
    	
    The purpose of the work is to provide a better understanding of
    the environmental state of groundwater at the Havre-Saint-Pierre
    airport site and to protect nearby drinking water resources.
    
    Proposed contract period:
    
    The proposed contract period is from the date of the contract
    award to 16 weeks after the contract award.
    
    Selection method:
    A bid must comply with all requirements of the bid solicitation
    to be declared responsive. The responsive bid with the lowest
    evaluated price will be recommended for award of a contract.
    
    
    
    Ongoing opportunity for qualification:
    
    A Notice will be posted once a year on the Government Electronic
    Tendering Service (GETS) to allow new suppliers to become
    qualified. Existing qualified suppliers who have been issued a
    supply arrangement will not be required to submit a new
    arrangement.
