Bookmark Buyandsell.gc.ca/tenders now to be ready for June 1! Construction of Temporary Causeway Bridge between Île des Soeurs and Montreal 1. PURPOSE OF NOTICE To inform the construction industry of the procurement strategy for the project to build a temporary causeway bridge between Île des Soeurs and Montreal, Quebec and confirm the capacity of the industry to execute this mandate with the parameters and the conditions described hereby. The procurement will be carried out by Public Works and Government Services Canada (PWGSC) on behalf of The Jacques Cartier and Champlain Bridges Incorporated (JCCBI). 2. SUMMARY OF WORK 2.1 BACKGROUND The existing bridge connecting Île des Soeurs and Montreal must be replaced. The temporary causeway bridge project was developed to allow traffic to bypass the Île des Soeurs Bridge while maintaining the current level of service to the public. The temporary causeway bridge will have six (6) traffic lanes, one multi purpose path and one lane for buses only. The bridge must be in service no later than January, 2015. All the works must be ended for June, 2015. 2.2 DESCRIPTION OF WORK In general terms, the Contract calls for the construction of a temporary causeway bridge, and includes but is not limited to the following main elements: Excavation and environmental management of contaminated and uncontaminated soil and of contaminated and uncontaminated groundwater and surface water; Traffic control and temporary signage; Construction of an on-ramp to axis 1 of the temporary bridge; Construction of the temporary causeway bridge, including but not limited to the following: - Sinking caisson piles 915 mm and 1,829 mm in diameter; - Sinking sheet piling; - Excavation for caisson piles (axes 1 to 4); - Placing ties and construction of structural fill (axes 1 and 4); - Concreting caisson piles (axes 1 to 4); - Construction of abutments, caps and portal beams; - Construction of deck; - Placing asphalt on bridge. Demolition, removal and recovery of such elements as traffic signs and lights, asphalt paving on parts of the highway and various concrete components (rainwater pipes, barriers, noses, etc.); Landscaping and drainage work; Construction of viaduct 7 (see attached drawing); Construction of a multi-use passage (lane used by pedestrians and cyclists and as a service road); Work on structures supporting overhead and roadside signs, lane lights and traffic control lights; Modification of structure Z (see attached drawing); Placement of hot mix; Barriers, noses and concrete protective coating; Safety systems such as guardrails, impact attenuators, wire fencing, antiglare screens and other elements; Permanent signage, electrical system and intelligent transportation system (ITS). 2.3 CONSTRUCTION SCHEDULE GENERAL The construction schedule on this project is very tight. To ensure the temporary causeway bridge is brought into service by January 2015 and its construction completed before June 2015, several work items must proceed concurrently. Construction work in the water on the piers and abutments of the temporary causeway bridge and on the foundations of a new viaduct (viaduct 7 - see attached drawing) must start as soon as the contract is awarded. Most of the work items that have an impact on the aquatic environment must be completed before December 2013 during the period authorized by Fisheries and Oceans Canada (DFO), and the related work must be completed no later than mid-May 2014. Environmental restrictions have been imposed, prohibiting all work in the water between May 1 and June 30, 2014. Concurrently, substructure work on the new section of highway connecting to Autoroute 15 must begin promptly. Since this section will be built on a former landfill, the nature of the existing soil necessitates a consolidation period before the road construction can be completed, in order to prevent differential settlement. Following construction of the piers, abutments and foundations, deck construction on the temporary bridge and viaduct will be a priority. The Contractor must make allowance for the time required to fabricate and deliver the steel girders and ensure they are ordered early enough so that they are received in time to be placed. Finally, the paving work required to connect the temporary causeway bridge to Autoroute 15 and bring the bridge into service must be completed no later than January, 2015. Some finishing work that does not prevent the bridge from opening can be completed during the winter and spring of 2015. PRINCIPAL PLANNING ELEMENTS Contractors must ensure that their schedule accords with the following phases: Construction of fill loads (preloading); No later than November 2013 Multi-use lane and multi-use passage on Île des Soeurs in service; No later than May 2014 Construction of piers and abutments of temporary causeway bridge, including placing bridge bearings; No later than May 2014 New section of autoroute in service northbound and southbound and interchange on- and off-ramps in service; No later than October 2014 New facility fully in service (north- and southbound, AMT-only lane, AM lane, PM lane and multi-use path); No later than January 2015 Job site demobilization complete. No later than June 19, 2015 PRINCIPAL ISSUES When preparing their bid, Contractors must consider the following principal issues: very tight schedule; foundation work on temporary causeway bridge in the water; construction of sub-base and base of flexible pavement with preloading on former Montreal landfill; execution of work phases and maintaining traffic flow in coordination with several nearby major job sites on a high traffic volume highway; execution of work close to residential and commercial buildings; careful environmental management and monitoring required for noise, dust and contaminated soil. MATERIALS SUPPLIED BY CANADA Sheet piling, caisson piles, ties and the hardware associated with these materials will be procured under a separate contract. These materials will be available and supplied to the construction Contractor no later than September, 2013. 3. SUMMARY OF TENDER CONDITIONS 3.1 INSTRUCTIONS TO BIDDERS GENERAL INSTRUCTIONS TO BIDDERS R2710T The General Instructions to Bidders R2710T will be incorporated into and will be an integral part of the tender; however, PWGSC reserves the right to amend the content thereof. FILING BID Bids must be filed according to the "two envelope" process, in which the bidder submits the Qualification/Technical Submission Form and other documents as required in one envelope and the Bid and Acceptance Form and any other documents required in a second envelope. OPENING OF BIDS/EVALUATION There will be no public opening of bids when bids are filed. Only a list of the companies that filed a bid will be prepared and read aloud. Envelope 1 - Qualification - will be opened in private; Envelope 2 - Price - Will be the subject of a public opening. FAIRNESS MONITOR The services of a fairness monitor will be used in the tender process. VALIDITY OF BID The bid cannot be withdrawn for a period of [50] days following the tender closing date. 3.2 MANDATORY REQUIREMENTS Although bidders must meet all the requirements set out in the tender call as of the close of bidding, the following should be noted: TECHNICAL CRITERIA These criteria have been summarized for information purposes and will be specified on the invitation to tender: Project Authority (primary contact with Canada, in charge of the operations of the Contractor in the performance of the work): Must be an engineer and must be a member in good standing or hold a licence from the Ordre des ingénieurs du Québec; Must have carried out and completed at least three (3) civil engineering projects (excluding buildings) as Project Authority, in the ten (10) years preceding the date of publication of the invitation to tender. At least one (1) of these projects must have been for a contract value of a miminum of $50M (taxes included). Superintendent (in charge of planning, co-ordinating, and performing the work, on a day-to-day basis, for all work site activities): Must have carried out and completed at least three (3) civil engineering projects (excluding buildings) as Superintendent, in the ten (10) years preceding the date of publication of the invitation to tender. At least one (1) of these projects must have been for a contract value of a miminum of $50M (taxes included). Work plan: The bidder must: demonstrate understanding of the major challenges and issues of the Contract and the recommended approaches to address them; describe delivery strategy (temporary arrangements for the construction including strategy for transporting, handling and installing structural components); describe work phasing; describe construction methods, equipment and work teams; describe at least the following activities in the work methods: a) Mobilization and access; b) Procurement of materials; c) Soil reinforcement for road construction; d) Construction of causeway in branch of river (restriction period and water encroachment limits); e) Construction of viaduct; f) Construction of multi-use passage; g) Links to existing road network; h) Maintenance of traffic flow and co-ordination with the other sites. Schedule Schedule must comply with project timelines; Schedule must be presented in Gantt Chart format; The Contractor must include the activities listed in the work method breakdown. CODE OF CONDUCT AND STATEMENTS - BIDDING Bidders are required to comply with the Code of Conduct for Procurement, available at this website: http://www.tpsgc-pwgsc.gc.ca/app-acq/cndt-cndct/contexte-context- eng.html Public Works and Government Services Canada implemented several measures which confirm its commitment to do business with companies and individuals that respect the law and act with integrity. Therefore, Bidders must provide a complete list of all the persons who are currently directors of the offeror. Further, each person named in the list may be required to complete a Consent to a Criminal Record Verification form and related documentation as determined by the Special Investigations Directorate, Departmental Oversight Branch. BID FINANCIAL SECURITY REQUIREMENTS Bidders are required to provide bid financial security with their bid in the form of a bid bond or security deposit. The deposit must represent at least 10 percent of the amount of the bid, irrespective of the amount of the bid. 4. SUMMARY OF CONTRACT CONDITIONS DAMAGES Clauses of damages will be included and will be due where the contractor fails to meet the contractual obligations. These clauses will address, in particular, the failure to respect deadlines for the execution of the works and the closure of traffic lanes. CONDITIONS PERTAINING TO INSURANCE The conditions pertaining to insurance for this project include commercial general liability insurance, Builder's Risk / Installation Floater, environmental impairment liability insurance, marine liability insurance and automobile liability insurance. Proof of insurance must be provided within 7 calendar days following acceptance of the bid. ASPHALT PRICE ADJUSTMENT An asphalt price adjustment clause will be included in the tender call, and will refer to the minimum price of asphalt of performance grade PG 58-28, PG 58-34 or PG 64-34, as applicable, determined in standing offers approved for the supply of asphalt to the department of transport of Quebec (MTQ), as indicated on the website Constructo, the official site used by the government of Quebec (www.seao.ca). MEASUREMENT FOR PAYMENT PURPOSES Work included in this project is subject to arrangements based on lump-sum and unit prices where applicable. 5. TIMELINE FOR THIS PROCUREMENT STRATEGY Tender call issued: by early June 2013; Tender closed: early July 2013; Contract awarded: late July 2013 - early August 2013; Work starts: late August 2013.
