Trade Agreement: CETA / WTO-AGP / CPTPP / NAFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: TITLE Civil Engineering Services for Quebec Region DESCRIPTION Public Works and Government Services Canada (PWGSC) is inviting consulting firms with Civil Engineering expertise to submit proposals for Standing Offers. The selected consultants shall provide a range of services as identified in the Required Services section of this document for projects in the province of Quebec. The projects will include reconstruction, remediation and new construction work for the following types of facilities and real property: a) Road construction: roads and parking lots, road signage, pavement markings, earthmoving, bicycle paths and exterior lighting; b) Municipal engineering: watermains and sewers, rainwater drainage, wastewater treatment, exterior firefighting networks, and potable water treatment; c) Airport management: taxiways, aprons and runways; airport zoning; and visual navigations aids; d) Marine engineering: wharves, support piers, breakwaters, shoreline protection, canals and locks, lighthouses, and other marine structures; and e) Civil engineering structures: bridges, culverts, retaining walls, canals and locks, tunnels and underground slabs, outdoor firing ranges, wharves, and ramps. The work performed will assist a PWGSC project manager and may involve one or more activities usually associated with civil engineering. SECURITY REQUIREMENTS Proponents are hereby informed that there is a strong possibility that some call-ups against the Standing Offers might require that the consultants and their personnel possesses a Facility Security Clearance (FSC) at the SECRET level issued by the Contract Security Program of Public Works and Government Services Canada (PWGSC). Should the successful proponents not have the level of security indicated above, PWGSC shall sponsor the successful proponents so CISD can initiate procedures for security clearance. COSTS The total dollar value of all Standing Offers is estimated to be $25,000,000.00 Applicable Taxes included. Individual call-ups will vary, up to a maximum of one million dollars ($1,000,000.00) Applicable Taxes included. Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed. WORK DISTRIBUTION It is PWGSC's intention to authorize up to five (5) Standing Offers. The system will contain for each consultant an ideal business distribution percentage which has been established as follows; 34% of the business for the top ranked consultant, 24% for the 2nd ranked consultant, 19% for the 3rd ranked consultant, 14% for the 4th ranked consultant, and 9% for the 5th. QUALIFICATIONS Proponents must be licensed or eligible to be licensed to practise in the province of Quebec. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last five (5) years. Sealed tenders will be received in English or French at: Public Works and Government Services Canada, 1550, d'Estimauville Avenue, Québec (Québec) G1J 0C7 PERIOD OF THE STANDING OFFER The period for placing call-ups against the Standing Offer will be for three (3) years commencing from the start date identified on the Standing Offer. If the Standing Offer is authorized for use beyond the initial period, the Consultant offers to extend its proposal for an additional one year period.
