Trade Agreement: NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Environmental investigation of the Îles des Esquimaux and Brador Bay sites This requirement is open only to qualified suppliers under Supply Arrangement EE517-121480 - Quebec Region, for environmental investigation of site services. Description of requirement: The Department of Fisheries and Oceans (DFO) sites have been used for many years for various activities related primarily to the fishery and the Coast Guard navigational aids network. The operation and maintenance of these facilities may have caused environmental incidents over the years, including soil contamination by petroleum hydrocarbons, metals or the accumulation of miscellaneous debris. Under its Contaminated Site Remediation Program, DFO has arranged to have Public Works and Government Services Canada (PWGSC) manage the environmental investigations of a number of its properties to assess and manage the environmental risks associated with past activities. Therefore, consultant services are required to carry out the environmental assessments (phases I, II and III) at five sites in the Blanc-Sablon sector (Rivière-Saint-Paul) on the Lower North Shore and in Minganie. The five sites are: 1 - Île des Esquimaux (wharf R-4048-3); 2 - Île des Esquimaux, former front range (LE91900); 3 - Île des Esquimaux, former rear range (LE91910); 4 - Brador Bay, front range (LE92800); and 5 - Brador Bay, rear range (LE92810). Proposed contract period: The proposed contract period is from the date of the contract award to 31 December 2013. Selection method: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. Ongoing opportunity for qualification: A Notice will be posted once a year on the Government Electronic Tendering Service (GETS) to allow new suppliers to become qualified. Existing qualified suppliers who have been issued a supply arrangement will not be required to submit a new arrangement.
