Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: TITLE: DRY-DOCKING - CCGV ILE ST-OURS - WINTER 2019-2020 F3065-190366/A Simoneau, Steve Telephone - (418) 649-2816 Facsimile - (418) 648-2209 Email : steve.simoneau@tpsgc-pwgsc.gc.ca NOTICE Solicitation closing date is postponed from November 19 to November 22, 2019 The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 and the North American Free Trade Agreement (NAFTA), Chapter 10 Annex 1001.2b Paragraph 1, however, it is subject to the Canadian Free Trade Agreement (CFTA) and will be limited to suppliers in Eastern Canada, in accordance with Shipbuilding, Refit, Repair and Modernization Policy (1996-12-19). In addition, the navigation certificate limits the area of movement of the vessel. Note that the Ile St-Ours ship will end its season in Prescott, Ontario, and will have 7 days to get to the dry dock that won the tender. Therefore, its territorial limitation will be between Windsor, Ontario and Matane,Quebec. The CCGV Ile St-Ours is a small vessel with 8 knots speed of displacement under good sea and favorable current, low autonomy in drinking water (2 days) and sailing only by day and must be moored every evenings in a favorable harbor. It does not have ice water capacity. PROJECT DESCRIPTION The requirement is: a) To carry out the docking and ship repair work regarding the Canadian Coast Guard Vessel (C.C.G.V.) Ile St-Ours during the winter 2019-2020 in accordance with the associated Technical Specifications detailed in the Requirement attached as Annex A. b) to carry out any approved unscheduled work not covered in paragraph a) above. PROPOSED WORK PERIOD Work is to commence and be completed as follows: Start of Work: November 30, 2019, or following ship’s availability. End of Work: March 23, 2020 or 113 days following ship’s availability.
