    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Bids must be submitted by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    NOTICES
    The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding and Repair Procurement Policy. 
    
    
    PROJECT DESCRIPTION
    The requirement is:
    a) To carry out the ship repair work regarding the Canadian Coast Guard Ship (C.C.G.S.) Baie-de-Plaisance, in accordance with the Technical Specifications attached as Annex A and all related drawings.
    b) to carry out any approved unscheduled work not covered in paragraph a) above.
    
    Location of work: The work must be carried out at the Contractor's premises. For operational reasons, Canada provides delivery of the ship at a maximum distance of 560 nautical miles from Cap-aux-Meules, Iles-de-la-Madeleine. For travel beyond this area, the Contractor will be responsible for towing the vessel at its expense from the point of delivery to the location of work, and from the location of work to the point of delivery.

    PROPOSED WORK PERIOD
    Work is to commence and be completed as follows:
    Start: The Contractor can choose a start date suitable him between July 2, 2021 and August 3, 2021.
    End: 28 calendar days (4 weeks) after Start of Work.
    
    For work performed outside the 560 nautical mile zone from Cap-aux-Meules, Iles-de-la-Madeleine:
    The Work Start date corresponds to the date on which the Contractor takes possession of the ship at the point of delivery;
    The Work End date corresponds to the date on which the ship is returned to the point of delivery by the Contractor.
    
    
    BIDDERS’ CONFERENCE (OPTIONAL)
    A bidders' videoconference will be held on Wednesday June 2, 2021, at 13:00 EDT.

    Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide to the Contracting Authority, by email to Gabriel.Piras@tpsgc-pwgsc.gc.ca, the name(s) of the person(s) who will be attending no later than on June 1, 2021, at 13:00. Without confirmation, the bidders’ conference could be cancelled.
    
    The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
    
    Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
    
    
    VIEWING - VESSEL 
    No site visit of the ship is planned for this requirement.
    
    
    TRADE AGREEMENTS
    The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair.

    DEBRIEFINGS
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
