Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement Defence Research and Development Canada (DRDC) - Valcartier has a requirement for the supply of one (1) High resolution, wide viewing angle micro-display module. This requirement is to support ongoing effort to provide expert opinion to CANSOFCOM on EO technology, trend and capability. The objective the R&D work is to study potential advantages of the use of high resolution, wide viewing angle micro display technology in situational awareness. The High resolution, wide viewing angle micro-display module must meet the following specificatons: a) The spatial resolution for viewing must be at least 15 cycles per degree in both horizontal and vertical axes. Justification: We need to study wide angle, near eye viewing with sufficient details in soldier systems for situational awareness. As such, a minimum spatial resolution of 15 cycles per degree on horizontal and vertical axes, or a maximum resolution of 2 arcmin per pixel for eye viewing. b) The wide angle viewing must be between 60 and 80 degree horizontal and between 38 and 50 degree vertical for the entire display module. Justification: We need to study wide angle viewing in situational awareness. c) The micro display modules must be already integrated with eyepiece optics for wide angle viewing. Justification: High resolution display module must be integrated with optics for wide angle viewing. We look for existing solution. It is not the mandate of this work to integrate display and eyepiece parts together. d) Electronic board must be available to interface and control the two display modules. Justification: An electronic board must be available to interface and control the high resolution display module. We look for existing solution. It is not the mandate of this work to develop electronics and interface boards. e) Eye tracking module operating with the two micro-display modules must be available. Justification: In this study of wide angle viewing for situational awareness, we need to study additional functions which require the knowledge of user eye movement. f) Display module with optics, control electronic board must be sold as components. Justification: We need to try different configurations to study wide angle, near eye viewing in soldier systems for situational awareness; therefore, we need to obtain components instead of a complete system. g) The individual micro display module with eyepiece optics must weigh less than 80 grams. Justification: After we study wide angle, near eye viewing in soldier systems for situational awareness, we may use the components to build a prototype. As a result, the display module with eyepiece optics must not be too heavy. h) The individual micro display module must measure within 30mm (D), 50mm (W), 30mm (H). Justification: After we study wide angle, near eye viewing in soldier systems for situational awareness, we may use the components to build a prototype. As a result, the display module with eyepiece optics must not be too big. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its products meet the requirements describe in section 2. Simply repeating the statement contained in the criteria is not sufficient. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreements: - Agreement on Internal Trade (AIT) - North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The supplier selected in advance and identified with the section 9, SENSICS, is to our knowledge the only supplier meeting all the specifications required in the section 2, the articles 2a) at 2h). He is the manufacturer of the original product (OEM), his technology is patented and he has no distributor. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection: 6(d) - "only one person is capable of performing the work". 7. Exclusions and/or Limited Tendering Reasons The following exclusions and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506.12(b); North American Free Trade Agreement (NAFTA) - Article 1016.2b). 8. Delivery date Products must be delivered no later than 6 weeks after contract award. 9. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is December 23, 2014 at 2:00 p.m. (EST). 12. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
