Inquiries regarding this RFP requirement are to be submitted to the Contracting Authority listed below: File Number: W6369-190155 Contracting Authority: Mathieu Brière-Provost Phone Number: 819 790-1635 Email: mathieu.briere-provost@tpsgc-pwgsc.gc.ca Description of the Requirement: The intent of the RFP is to acquire a constrained bandwidth messaging platform for the Canadian Armed Forces (CAF). The system procured via this RFP will provide the CAF with the next generation of capabilities in constrained bandwidth messaging realm. The capability package acquired via this RFP process will provide a solution for the CAF with a highly interoperable messaging solution for the army, navy and air force. The capabilities in this platform will be verified against current interoperability and operational requirements. The proposed solutions must meet or exceed interoperability standards for allied communication i.e. CANUS, FVEYES, NATO, etc. agreements. Currently the Department of National Defence (DND) is looking to replace its aging serial based constrained bandwidth messaging system. The Bandwidth Constrained Messaging Services (BCMS) will interface with the current national command and control systems and their replacements in the future. The BCMS will provide the CAF with an enhanced formal Military Messaging (MM) and informal (Chat, IM) messaging capabilities in the bandwidth constrained Denied, Disrupted, Intermittent, and Limited (DDIL) environment. At the core BCMS will provide a secure, high assurance, messaging capability for Unclassified, and Classified messages. It will also provide the ability for ship shore and ship-to-ship MM, chat or instant messaging functions. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA) and Revised World Trade Organization Agreement on Government Procurement (WTO-AGP).
