The carrier board is required to provide DC power and I/O controls to RF/microwave receivers. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for this board to Connect Tech Inc. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. ESSENTIAL REQUIREMENTS FOR COM EXPRESS CARRIER BOARD: Any interested supplier must demonstrate by way of a statement of capabilities that its board can meet the following requirements: 1. Support CEOM77 COM Express CEQM77HDE-3517-0 with 16 GB RAM from Radisys 2. Control receivers, details see attached 'Requirements of RF/Microwave Receiver and LO_CAL Source Controls' 3. DC power to receivers, details see attached 'DC voltages and minimum currents' 4. The COM Express Carrier shall be small for factor. The maximum size of the carrier board shall be no bigger than 168 mm x 127 mm, and the maximum weight shall not exceed 340 grams that excludes heatsink and module 5. Hold or support one system hard disk, which is CT256M4SSD3 mSATA hard drive made by Crucial. 6. One Gigabit Ethernet 7. One removable VGA port 8. USB2 x 2 and USB3 x 2 9. No audio 10. Support two PCIe 8-lane boards see following for details. The backplane or riser to let the carrier-board communicates to these PCIe boards shall be not bigger than 155 mm x 84 mm in size, and less or equal to 190 grams. 11. Input power 18-30 V DC with an option 12 - 30V DC A copy of the Statement of Requirement which outlines the 'Requirements of RF/Microwave Receiver and LO_CAL Source Controls' and the 'DC voltages and minimum currents' can be provided upon request from the Contracting Authority. JUSTIFICATION FOR THE PRE-SELECTED SUPPLIER The Connect Tech Inc. Board is the only known supplier that can meet the essential requirements as stated above.
