Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: If 2+ bids offer Canadian goods/services other bids will not be considered Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: Yes Nature of Requirements: Request for Proposal (RFP) for Radar Equipment Procurements for the Department of Fisheries and Oceans (DFO) F7048-160039 The Department of Fisheries and Oceans (DFO) for the Canadian Coast Guard (CCG) has a requirement to acquire and deploy coastal RADAR equipment; to replace aging coastal RADAR equipment currently used at twenty-three (23) operational RADAR sites and nine (9) Marine Communications and Traffic Services (MCTS) Centres across Canada and at the CCG College, Sydney, Nova Scotia (NS); to add RADAR equipment to the CCG operational network integration laboratory at Québec City, Québec (QC); and to add equipment at eleven (11) new RADAR sites and one (1) additional MCTS Centre. For a full description of the requirement see Annex B - Statement of Work. SOURCING It is proposed to solicit a competitive bid through Buy and Sell for this requirement. There will be technical mandatory requirements used in the evaluation process which will be published with the Request for Proposal (RFP). The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70 % for the technical merit and 30 % for the price. Public Works and Government Services Canada (PWGSC) intends to put in place a Contract to procure the required equipment and related services, with deliveries spanning an estimated 6 year period. The Phased Bid Compliance Process will be utilized in this solicitation. This RFP process includes neither a bidder’s conference nor one-on-one meetings with industry. SECURITY Security provisions form part of the requirement. BASIS OF PAYMENT Bidders will be requested to propose Firm Unit Pricing for the equipment and related services. POLICY This requirement falls under the Federal Supply Classification (FSC) N5825 Radio Navigation Equipment, Except Airborne and is exempt from the provisions of the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Trade Agreement (CETA), the Canada - Chile Free Trade Agreement (CCFTA), and the Canada - Peru Free Trade Agreement (CPFTA). This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Provisions of the Comprehensive Land Claims agreements (CLCAs) apply as two delivery locations are subject to two Comprehensive Land Claims Agreements, as follows: 1) Maa-nulth Final Agreement 2) Tsawwassen Final Agreement Canadian Content Policy applies and the solicitation will be conditionally limited. If a Contract is awarded as a result of this solicitation, bidders may request a debriefing on the results of their offers. Bidders should make the request to the Contracting Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. A Fairness Monitor will oversee the procurement. As per policy requirements all notices posted on Buy and Sell will be in both official languages.
