    Integrated Soldier System Project bid solicitation
    
    
    The Integrated Soldier System Project (ISSP) - a Major Crown
    Project within the Department of National Defence - will provide
    the soldier with an integrated suite of equipment that includes
    weapon accessories, electronic devices, sensors, individual
    equipment and operational clothing. This soldier system will
    significantly increase soldier performance, as soldiers and
    low-level command centres will seamlessly share data and voice
    communications through a network. This capability will
    facilitate effective and timely interaction. As a result,
    soldiers will have more comprehensive situational awareness,
    real-time tactical information and greater synchronization of
    activity. 
    
    The Purpose of this Letter of Interest (LOI) is to provide to
    potential bidders a draft Request for Proposal (RFP) for the
    next ISSP bid solicitation and a list of considerations before
    submitting a bid. Bidders are asked to provide comments and
    suggestions in writing to the Contracting Authority. The RFP
    document is divided into 3 volumes. They are the Volume 1
    "Instructions to bidders", the Volume 2 "Integrated Soldier
    System Acquisition (ISS-A) resulting contract" and the Volume 3
    "Integrated Soldier System Optimised Weapons System Support
    (ISS-OWSS) resulting contract". Attached to this LOI you will
    find these three separate *.PDF documents. The list of
    considerations before submitting a bid can be found at volume 1
    article 1.13. Please get familiar with them as much as you can
    before the Industry day that will take place over the next month.
    
    This is neither a call for Tenders nor a Request For Proposal
    (RFP), and no agreement or contract will be entered into with
    any contractor, based on responses to this LOI.  No responses to
    this LOI are requested from contractors. This LOI is for
    information only. The issuance of this LOI is not to be
    considered in any way as a commitment by the Government of
    Canada, or as authority for companies to undertake any work
    which could be charged to Canada, nor is this LOI to be
    considered a commitment to issue eventual RFP's or award
    eventual contracts in relation to this document. Canada shall
    not be bound by anything stated in this LOI.  Canada reserves
    the right to change all or any parts of its LOI as deemed
    necessary.
