    REQUIREMENT:
    As part of the Land Command Support System Life Extension (LCSS
    LE) project the 
    Department of National Defence (DND) has a requirement for the
    provision of 14,306 Communications Selector Boxes (CSB) and
    5,167 Power Distribution Units - Short Form Factor (PDU-SFF)
    with an option to purchase up to 7,509 additional CSBs and 3,886
    PDU-SFF, as well as Repairable Spare Components and potentially
    obsolete components for the manufacture of the additional and
    optional CSBs and PDUs.  The CSBs, PDU-SFFs and component spares
    must be produced in compliance with specifications and or
    Technical Data Package(s) (TDP) provided by Canada
    
    The initial 3-year contract will include firm and optional
    quantities of CSBs and PDU-SFFs.  Two optional one year periods
    to the contract will cover the supply of additional quantities
    and unscheduled supplies and components required by other
    projects for vehicle upgrades.   
    
    NATIONAL SECURITY EXCEPTION -  This procurement is subject to
    National Security Exception (NSE) and is, therefore, excluded
    from all of the obligations of the Trade Agreements  in
    accordance with the NSE provisions of the North American Free
    Trade Agreement (NAFTA) as per article 1018(1) and Annex 1001.b2
    Section B Note 1, the World Trade Organization -Agreement on
    Government Procurement (WTO-AGP) article XXIII, and the
    Agreement on Internal Trade (AIT) article 1804 (i & ii).
    
    A Canadian production facility is mandatory.  The production
    facility must be located in Canada and details must be provided
    in Bidders proposals. 
    
    SECURITY - There are no security requirements associated with
    this requirement.
    
    CONTROLLED GOODS PROGRAM - This procurement is subject to the
    Controlled Goods Program (CGP).  Bidders must be registered in
    the Canadian Controlled Goods Program, administered by CISD,  to
    receive the specifications and or TDP(s) associated with this
    procurement and for participation in the Bidders Conference. 
    Bidders are required to provide the Contracting Authority with a
    copy of their company's registration in the Controlled Goods
    Program as well as a copy of the Non-Disclosure Agreement
    attached to the RFP, before a copy of the specifications and or
    TDP(s) can be sent to Bidders.  This same information will be
    used to permit Bidder's entry into the facility where viewing or
    examining of the prototypes will be held.

    American suppliers participating as a Joint Ventures are
    required to be certified in the U.S./Canada Joint Certification
    Program (JCP).  Suppliers may obtain information on how to

    INDUSTRIAL REGIONAL BENEFITS (IRB)
    The LCSS LE Project is subject to Government of Canada
    Industrial and Regional Benefits (IRB) Policy.  The contractor
    is required to provide IRBs equivalent to 100% of the contracted
    value for the CSB and PDU-SFF.   Suppliers may obtain further
    information on IRBs by contacting the IRB Directorate at
    Industry Canada at 613-954-3180.
    
    BIDDERS' CONFERENCE -  A Bidders' Conference will be held at the
    Maj E.J.G. Holland VC Armoury, 2100 Walkley Road, Ottawa,
    Ontario K1G 3V3, on February 16th and 17th, 2012.
    
    Any clarifications or changes to the bid solicitation resulting
    from the Bidders' Conference will be included as an amendment to
    the bid solicitation and posted to MERX.  Bidders who do not
    attend will not be precluded from submitting a bid.
