    A Regional Individual Standing Offer for the supply and delivery of Setina Prisoner Partition Shields and Transfer Kits for the Royal Canadian Mounted Police for the provinces of Alberta, Saskatchewan and Manitoba on an "as required" basis. 
    
    Full details of the requirement are detailed in the Requested for Standing Offer (RFSO). 
    
    The duration of the Standing Offer is from the date of issuance to 30 April2018 with two (2) option years (01 May 2018 to 30 April 2019 and 01 May 2019 to 30 April 2020).
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
    
    
    
    
    No Substitute requirement justitication
    
    This requirement has been deemed no substitution to maintain consistency in the RCMP Operational Vehicles both for installation and conformity of equipment. Maintaining consistent installation practices ensures that installation technicians do not need to be trained on the installation of multiple products.
    
    It allows for a consistent installation approach in all vehicles. Within the RCMP,Officer Safety is of utmost importance, maintaining a consistent working environment within the operational vehicles plays an important role in reaching this goal.
    
    The Setina Partition Shields and transfer kits have already been deemed acceptable forspace, quality and safety requirements for each vehicle type.
    
    To maintain consistency in the fleet for both ease of installation and officer safety, purchasing the Setina manufactured Partition Shields is required.

    The Crown retains the right to negotiate with suppliers on any procurement.
