The Department of National Defence has a requirement for on-going
repair and maintenance services for existing PlanMeca Digital X-R
y Systems located in Canadian Forces Dental clinics across Canada
 
Sole Source Justification
(d) Only one supplier is capable of performing the work
PlanMeca states that maintenance requirements, annual instrument 
erification and calibration is required by authorized and qualifi
d repair personnel for this equipment.
In addition, the PlanMeca Promax and Proline XC equipment also us
 patented PlanMeca operating software that is unique to the equip
ent and not interchangeable with other industry softwares availab
e on the market. 
PlanMeca equipment must be inspected and repaired by authorized p
rsonnel in order to ensure that any outstanding warranties remain
valid and any repairs done the equipment are following the manufa
turers standards.
The Department of National Defence have distributed these instrum
nts throughout their Dental Clinics across the country and requir
 continuity, interchangeability and compatibility of parts and co
ponents, including, but not limited to, software and operating sy
tems.
PlanMeca Inc, the manufacturer of the X-Ray Systems, has identifi
d Patterson Dental company as the sole authorized Canadian repres
ntative for the provision of on-going repair and maintenance serv
ces.

NAFTA Limited Tendering Reason
d)	 for additional deliveries by the original supplier that are i
tended either as replacement parts or continuing services for exi
ting supplies, services or installations, or as the extension of 
xisting supplies, services or installations, where a change of su
plier would compel the entity to procure equipment or services no
 meeting requirements of interchangeability with already existing
equipment or services, including software to the extent that the 
nitial procurement of the software was covered by this Chapter.

ith one firm only as identified above. Should you have any questi
ns concerning this requirement, contact the contracting officer i
entified above.

An Advance Contract Award Notice (ACAN) allows departments and ag
ncies to post a notice, for no less than fifteen (15) calendar da
s, indicating to the supplier community that it intends to award 
 good, service or construction contract to a pre-identified contr
ctor. If no other supplier submits, on or before the closing date
 a Statement of Capabilities that meets the requirements set out 
n the ACAN, the contracting authority may then proceed with the a
ard.  However, should a Statement of Capabilities be found to mee
 the requirements set out in the ACAN, then the contracting autho
ity will proceed to a full tendering process.

Suppliers who consider themselves fully qualified and available t
 provide the services/goods described herein, may submit a statem
nt of capabilities in writing to the contact person identified in
this Notice on or before the closing date of this Notice. The sta
ement of capabilities must clearly demonstrate how the supplier m
ets the advertised requirements.

The PWGSC file number, the contracting officer's name and the clo
ing date of the ACAN must appear on the outside of the envelope i
 block letters or, in the case of a facsimile transmission, on th
 covering page.

The Crown retains the right to negotiate with suppliers on any pr
curement.
