TITLE: Canadian Breathing Air Program DESCRIPTION: The Compressed Breathing Air Program is a health and safety program designed to provide divers with safe quality breathing air for any CF operation. This program was created by the Defence Research and Development Canada (DRDC) Toronto (formerly the Defence and Civil Institute and Environmental Medicine (DCIEM)) in 1972 and was aimed to support the Scuba Club communities. Shortly after, in 1975 this program was applied to all CF diving operations. Since 1980, the laboratory analysis portion was contracted out and Canadian Forces Environmental Medicine Establishment (CFEME) has managed and supported, from an administrative standpoint, the compressed breathing air program. The purpose of this project is: To provide Laboratory Analysis of Divers' Compressed Air to all Canadian Forces (CF) diving units, the Search and Rescue (SAR) Team, the Royal Canadian Navy (RCN) Self-Contained Breathing Apparatus (SCBA) and the Submarine Built-In Breathing System (BIBS) within the North American continent and/or abroad. The analysis of representative samples from batches of commercially prepared breathing gases prior to its release to the CF Supply System for use in the CF Diving and RCN Fire-Fighting units; and The analysis of representative gas samples from diving accident investigations. Services are required for a period of three (3) years, from the date of contract, with an irrevocable option on the part of Canada to extend the contract by up to two (2) additional periods of one (1) year each. The requirement is limited to Canadian goods and/or services. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). BID PREPARATION INSTRUCTIONS: Part 3, Bid Preparation Instructions, of the solicitation document, provides bidders with instructions on how to prepare their Technical and Management bid, Financial bid and Certifications. EVALUATION PROCEDURE AND BASIS OF SELECTION: Part 4, Evaluation Procedures and Basis of Selection, of the bid solicitation document indicates how the evaluation will be conducted, the evaluation criteria that must be addressed in the bid, and the basis of selection. Bids will be assessed in accordance with the entire requirement of the bid solicitation, including the Mandatory and Point Rated Technical and Management Criteria defined in Attachment 1 and referenced at Part 4 Section 1.1, Technical Evaluation, and the Mandatory Financial Criteria referenced in Part 4 Section 1.2, Financial Evaluation, and further defined in Part 3, Section II: Financial Bid, and in Attachment 2, Financial Bid Presentation Sheet. The Evaluation of Price is also described in Attachment 2. The responsive bid with the lowest evaluated price will be recommended for award of a contract. In the event that two or more responsive bids have the same lowest evaluated price, the responsive bid which obtained the highest number of points overall for the point rated technical and management evaluation criteria will be recommended for award of a contract.
