Line 1, Breathable Air Systems Maintenance Services Borden

The Department of National Defence’s (DND) Real Properties Operations Detachment Borden (RP OPS Det. Borden) has the requirement for the supply of all necessary labour, materials, tools, equipment and transportation required for inspection, testing, maintenance and repair of breathable air systems in various buildings throughout the base. The requirement contains a firm portion and Task Authorization portion on an as and when requested basis. The work will include repair existing breathable air (BA) systems (Compressor, Cascade, Filling systems and their associated components) and all related equipment. The Contractor may be called upon to install & commission new BA equipment in accordance with all relevant codes and standards when required.

The period of the Contract is from 1 January 2020 to 31 December 2021 with three (3) one-year option to extend the Contract up to an additional three (3) years.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).

Potential Bidders must demonstrate they meet all the mandatory technical criteria below:
a. The bidder must provide details of two (2) contracts that were similar* in scope and size, related to the maintenance, installation commissioning and testing of breathable air systems with their bid at the time of bid closing. The bidder must provide names of contact people complete with phone numbers and/or E-mail addresses for verification of information if required.

b. The bidder must provide documentation concerning certification of successful completion of the Jordair Level 1 & 2 Training program, MSA, Devair low pressure breathable air purifier training.

c. The bidder must have at least 5 years’ experience in testing, maintaining, repairing, installing and commissioning Jordair, MAKO, MSA and Devair high pressure breathable air equipment.
