    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS: 
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taking on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remain our top priority.

    TITLE: Liquid Chromatograph System
    
    1.  Environment and Climate Change Canada (ECCC), specifically The National Laboratory for Environmental Testing (NLET),  in Burlington, Ontario, and the Emergencies Science and Technology Section (ESTS), in Ottawa, Ontario, has a requirement for the supply, delivery and installation of two (2) complete and fully functional Ultrahigh Performance Liquid Chromatography- High Resolution Accurate Mass Spectrometer (UHPLC-HRAM) systems, each equipped with a high resolution mass analyzer; used, refurbished or prototype models will not be considered.  
    
    Firm Requirement for the supply, delivery and training must occur on or before March 31, 2022.
    
    Bidders may propose to bid on one or both Unit #1 and Unit #2 and indicate the applicable manufacturer, make and model proposed.
    
    Unit 1: Must be delivered and installed at The National Laboratory for Environmental Testing, 867 Lakeshore Rd, Burlington, Ontario, Canada, L7S 1A1
    
    Unit 2: Must be delivered and installed at Emergencies Science and Technology Section, 335 River Road, Ottawa, Ontario, Canada, K1V 1C7.
    
    A provision for the option to purchase of extended warranty instrument support plans of four (4) one-year options and two (2) two-year options packages must be included.
    
    2. It is intended to issue up to two (2) Contracts as a result of this solicitation.
    
    3. The proposed period of the Contract will be from the date of Contract Award to March 31, 2024 with the irrevocable option to extend the term of the Contract by up to four  (4) additional one-year period under the same terms and conditions.
    
    4. The Bidder must provide in their bid the necessary documentation to support and demonstrate compliance with each mandatory technical criteria. Bids which fail to meet each of the mandatory technical criteria will be declared non-responsive and will receive no further evaluation.
    
    6.  Please refer to the Request for Proposal document for complete details regarding this requirement, including the mandatory evaluation criteria, point-rated evaluation criteria, and basis of selection. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60 % for the technical merit and 40% for the price. 
    
    *Evaluation Criteria*
    
    The proposed Unit #1 and proposed Unit #2 will be evaluated separately.
    
    Part of the Point Rated Evaluation Criteria (CATEGORY 2 - Point Rated Performance Criteria) - Points will be awarded based on proof of performance (PoP) assessment for criteria of a practical exercise of  three sections: 
    
    1) Section 2.1 Mass Accuracy of low, medium and high mass standards; ; 
    2) Section 2.2 Mass Resolution for low, medium, high mass compounds in a complex matrix; and  
    3) Section 2.3 Instrument performance reference 
    
    The bidder will be responsible to request test samples from Canada. Contact details available within the request for proposal solicitation. 
    
    Test samples will be available on request by emailing representatives of Canada. Bidder shall be provided with shipment details as well as all other necessary information required to conduct sample analysis. No inquiries or questions for information regarding other aspects of the solicitation may be asked. Please direct any questions to the Contracting Authority ONLY.
    
    Bidder must submit data from test samples provided by Canada. All data must be submitted with bid by solicitation closing date and time.
    
    7. The Bidder must submit pricing in accordance with Annex B - Basis of Payment, in Canadian Funds. 
    
    The Crown retains the right to negotiate with suppliers on any procurement.
