    Waveguide Matrix
    
    1)  Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to awards a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting offer may then proceed with the award to the pre-identified supplier. 
    
    2)  Definition of the requirement
    
    The Environment and Climate Change Canada (ECCC) Cloud Physics and Severe Weather Research Section has a requirement for the supply of one waveguide matrix. The Waveguide Matrix will be used to build on the department’s existing operational weather Radar System equipment located in King City, Ontario, Canada which provides critical data for the department’s radar network. The Waveguide Matrix upgrade is required to replace the existing waveguide matrix as part of the radars life cycle management plan. The existing waveguide matrix was installed in 2004.
    
    The product/ system/ equipment must include, magic tee (power divider), circulators and burst power sampling port and must seamlessly integrate and communicate with existing equipment and software (Andrew Antenna, RCP8, Vaisala RDA and IRIS software and utilities). 
    
    3)  Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    
    An interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements: 
    
    A.  Mandatory Requirements
    • Existing Radio Frequency (RF) connections (H, V and Burst inputs) and control/ communication lines to waveguide switch between new waveguide matrix and existing antenna mounting receiver box must remain same
    • The company must provide pieces for both H and V channels that connect cross guidecoupler to the waveguide matrix. The contractor must minimize use of flex waveguide between the cross guide coupler at the edge of the antenna and the waveguide matrix in both H and V channels
    • The company must provide all associated cabling, connectors, mechanical parts required for installation and operations 
    
    B.  Mandatory Technical Specification
    • Waveguide matrix must be constructed to operate in simultaneous transmit and receive (STAR) mode (H+V transmits simultaneously)
    • Magic tee must equally split power and have the following specifications:
    i) Minimum isolation between E & H arms [dB]: minimum of 30 dB 
    ii) Minimum isolation between Co-linear arms [dB]: 16 dB
    iii) Unbalance Max [dB]: maximum of 0.15 dB 
    iv) Voltage Standing Wave Ratio (VSWR) Max (H Arm): maximum of 1.3 
    v) VSWR Max (E Arm): maximum of 1.5 
    • Waveguide matrix must incorporate TR cells/ limiters that provide adequate receiver protection and with sufficient recovery time to allow for ZDR offset calibration using birdbath method. Maximum TR cell recovery time must not exceed 6 micro seconds
    • TR cell/limiter must be passive type
    • Waveguide matrix must allow for RF transmit pulse sample (burst pulse) monitoring. Burst sampling port must be located before HV Split
    • Waveguide matrix must be installed above elevation rotary joint
    • Connection between waveguide to coax transitions and the bulk head enclosure must use high quality (less than 1dB per meter loss) cable for each: H, V and burst signal
    • Differencein losses in H and V path (Vertical Transmit Loss H+V) between cross coupler at the edge of the antenna reflector and to the transition between waveguide to coax transition must be equal or less than 0.35dB 
    • Waveguide matrix must operate in the ambienttemperature range -20°C to +40°C
    • Waveguide matrix humidity operating range must be 15% to 95% Relative Humidity (RH)
    • Waveguide matrix non-operating temperature range must be -40°C to +55°C
    • Waveguide matrix dimensions (W x H x D) must not exceed850 x 600 x 350 mm
    • Waveguide matrix weight must not exceed 18kg 
    • The waveguide matrix transmit power input must connect to the output side (antenna side) of the existing elevation rotary joint
    
    4) Applicability of the trade agreement(s) to theprocurement 
    
    This procurement is subject to the following trade agreement(s)

    5) Justification for the Pre-Identified Supplier
    
    This Waveguide Matrix is required forlife cycle management (LCM) to replace the existing Waveguide Matrix. The part has achieved end of life. All required equipment (hardware/ software) needs to be provided by the proposed vendor for this contract, Vaisala. Vaisala is upgrading a complex part of a system. Operation of the system within operational equality control required full compatibility among its parts. Furthermore, this instrument is part of an operational network, which has standard maintenance procedures. The purchase of a VaisalaWaveguide Matrix will assure this consistency.  The new Waveguide Matrix from Vaisala would be identical to the existing component (e.g. fully compatible, same fit and interface, etc.). This is required to sustain operation-ability of the radar during the transition time. For these reasons, it is proposed to negotiate this requirement with Vaisala Canada Inc. 
    
    6) Government Contracts Regulations Exception(s) 
    
    The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - “only one person or firm is capable of performing the contract”. 
    
    7) Exclusions and/or Limited Tendering Reasons
    
    The following exclusion(s) and/or limited tendering reasons are invoked under the: 
    • Agreement on Internal Trade (AIT) - Article 506.12.b - where there is an absence of competion for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; (CAP code 71) 
    • North American Free Trade Agreement (NAFTA) - Article 1016.2.d - where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights or proprietary information or where there is an absence of competition for technical reasons, the goods or services can b supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71) 
     
    8) Period of the proposed contract or delivery date 
    
    • The equipment must be delivered on March 31st, 2017.
    
    9) Cost estimate of the proposed contract
    
    The estimated value of the contract is $106,360.00 CAN (GST/HST extra).

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    12) Closing date for a submission of a statement of capabilities
    
    The closing date and time for accepting statements of capabilities is October 20th, 2016.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
