    Environment Canada's Air Quality Research Division has expressed
    the need to purchase an instrument capable of measuring the size
    distributions of atmospheric aerosols.  To avoid the use of
    radioactive materials and consumables, the measurement technique
    for this instrument will be based on optical light scattering. 
    Since this instrument will be used to conduct mobile
    measurements in urban centers, fast response capabilities are
    required. In addition, the instrument will be deployed at remote
    locations without a protective shelter.  As such the instrument
    is required to operate unattended and without consumables, such
    as drying agents, solvents or charcoal, for extended periods of
    time in harsh environmental conditions.
    
    Environment Canada's Air Quality Research Division requires the
    supply and delivery of one (1) fully-functional Optical Particle
    Counter for measuring the size distributions of atmospheric
    aerosols and 12 months warranty to be delivered to Environment
    Canada in Downsview, Ontario on or before March 31, 2014.  
    
    The bidder must demonstrate that they meet every mandatory
    evaluation criteria in their bid by submitting supporting
    documentation.  Failure to provide supporting documentation by
    bid closing date will result in the bid being deemed
    non-responsive.  
    
    Some of the mandatory evaluation criteria are listed below. 
    Please refer to the RFP, Annex C - Bid Evaluation Criteria for
    the complete list of mandatory evaluation criteria.
    
    1.	Time resolution must be equal to 1 second or less (faster).
    2.	The measurement range must meet each of the following
    specifications:
    Ÿ	Range of particle sizes must be  between 200 nm  and 18000 nm ;
    Ÿ	Number of channels in the measurement range must be 50 or
    more; and 
    Ÿ	Mass range must be between 0 and 1.5 mg/m3.
    3.	The instrument must be able to measure ambient air samples
    with temperatures between -30ºC and 35ºC.
    4.	Calibrations must be possible at the measurement sites.
    5.	The instrument operations must be low maintenance with no
    consumables, such as drying agents, solvents or charcoal.
    6.	The weight of the instrument must be less than or equal 20.00
    kg;
    
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical
    evaluation criteria to be declared responsive.  The responsive
    bid with the lowest evaluated price will be
    recommended for a contract award.
    
    The Bidder must submit pricing in accordance with Annex B -
    Basis of Payment, in Canadian Funds.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
