    The Department of Fisheries and Oceans (DFO) maintains a power
    generation facility to support the operation of the Experimental
    Lakes Research Area located at 501 University Crescent,
    Winnipeg, Manitoba.  DFO requires a Regional Individual Standing
    Offer for the maintenance and upgrading of the prime power
    gensets (Caterpillar 3304 diesel engines equipped with
    Caterpillar SR4 generators) and ancillary power building
    equipment.  The period of the Standing Offer is from date of
    award for a period of 1 year.
    
    An offer must comply with the requirements of the Request for
    Standing Offer and meet all mandatory technical evaluation
    criteria to be declared responsive.
    
    Some of the mandatory criteria are provided below.  Refer to the
    Request for Standing Offer for the complete list.
    
    
    The Offeror must provide documentation demonstrating a minimum
    of 5 years experience in genset system maintenance
    
    The Offeror must have a valid interprovincial Heavy Equipment
    Certification.    The Offeror must provide a copy of the
    certification with their offer.
    
    The Offeror must have a minimum of two certifications from
    Caterpillar to perform work on Caterpillar generator sets.  The
    Offeror must provide copies of the certifications with their
    offer.
    
    The Offeror must provide documentation demonstrating experience
    working on MEC310.
    
    The responsive offer with the lowest evaluated price will be
    recommended for issuance of a standing offer. It is intended
    that one Standing Offer will be issued as a result of this
    request.
    
    The estimated dollar value for a one year period is $76,000
    including GST/HST
    
    There is a security requirement associated with this requirement
    
    The Offeror must, at all times during the performance of the
    Standing Offer, hold a valid Designated Organization Screening
    (DOS), issued by the Canadian Industrial Security Directorate
    (CISD), Public Works and Government Services Canada (PWGSC).
    
    The Offeror personnel requiring access to sensitive work
    site(s)must EACH hold a valid RELIABILITY STATUS, granted or
    approved by CISD/PWGSC.
    
    Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC.
    
    The Offeror must comply with the provisions of the:
    
    Security Requirements Check List and security guide (if
    applicable), attached at Annex C;
    Industrial Security Manual (Latest Edition).

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
