Public Works and Government Services Canada on behalf of
Department of National Defence has a requirement to establish
Regional Individual Standing Offer for food and food services
(catering) on an as and when requested basis.

A total of six (6) Regional Individual Standing Offers (RISOs)
are anticipated, with one (1) for each region listed below.

Windsor, Cedar Springs, Chatham
London, St. Thomas, Stratford, Port Stanley
Sarnia
Cambridge, Guelph, Kitchener, Waterloo
Hamilton, Burlington, Grimsby, St. Catherines, Welland
Brantford, Simcoe

The period of the Standing Offers is from January 1, 2013 to
December 31, 2014.

The total estimated expenditure for each RISO for a one year
period is $254,250.00 including GST/HST

An offer must comply with the requirements of the Request for
Standing Offer, meet all mandatory technical evaluation criteria
and obtain the required minimum of 70% overall of the points for
the technical evaluation criteria which are subject to point
rating to be declared responsive.  

Some of the mandatory criteria are provided below.  Refer to the
Request for Standing Offer document for the complete list of
requirements.

The Offeror must submit a copy of their current County Health
Unit Inspection Report issued within the past 6 months.  

The copy must be provided with their offer at time of
solicitation closing.

The Offeror must provide the names of all cooks and individuals
that prepare the food.  

Each individual named above must hold a valid safe food handling
certification.  A copy of each individual's certification must
be provided with the offer or within 3 working days of the
written request by the standing offer authority.  Failure to
submit within 3 days will render the offer non-responsive.

The Offeror must provide one (1) seven-day cycle menu for
Breakfast, Lunch and Supper, with their offer at time of
solicitation closing.  

The seven-day cycle menu must  meet the specifications as
outlined in Annex A. 

The responsive offer with the lowest evaluated price per region
will be recommended for issuance of a standing offer.

The Crown retains the right to negotiate with suppliers on any
procurement.
