    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, on or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award to the pre-identified supplier. 
    
    The Meteorological Service of Canada (MSC) is in the process of
    modernizing the Meteorological Technologist Apprenticeship
    Professional Training Program (MT-APTP) by changing to a
    competency based training program. 
    
    MT-APTP Behavioural and Technical competencies including
    indicators have already been developed. The next phase of
    modernizing the MT-APTP is to assess the state of the existing
    training materials and methods of training. The purpose of this
    assessment would be to develop a training program consistent
    with the evolving role of the atmospheric monitoring
    technologist.  
    
    MSC is intending to contract with the University Corporation for
    Atmospheric Research (UCAR). UCAR will develop a
    competency-driven training framework matched to tasks for the
    roles of the atmospheric monitoring technologist, including
    those related to data quality assurance. MSC also needs the
    supplier to create a content inventory to identify currently
    available training and training elements that need to be
    developed or updated to support a comprehensive training program
    that provides the necessary elements related to weather/climate
    observing, data monitoring and data quality control for the
    current and future Atmospheric Monitoring Technologists.
    
    This procurement is subject to the following trade agreement(s)

    The University Corporation for Atmospheric Research (UCAR) is a
    non-profit consortium of more than 75 universities offering
    Ph.Ds. in the atmospheric and related sciences.  UCAR's COMET
    Program was established in 1989 by UCAR and NOAA's National
    Weather Service to promote a better understanding of mesoscale
    meteorology and to maximize the benefits of new weather
    technologies.  
    
    COMET is part of UCAR's community programs that are used by the
    U.S. National Oceanic and Atmospheric Administration's (NOAA)
    National Weather Service (NWS), with additional funding from the
    Bureau of Meteorology of Australia, the European Organisation
    for the Exploitation of Meteorological Satellites (EUMETSAT) and
    many other organizations.
    COMET works closely with faculty and members of the operational
    community to develop distance learning lessons and other
    products and this collaborative involvement promotes the use of
    new data and tools provided by NOAA and other federal agencies. 
    COMET has a highly-trained team of instructional designers,
    meteorologists, environmental scientists, graphic artists,
    multimedia developers, and information technology and
    administrative professionals to optimize outcomes using their
    products.  
    
    The consolidated product line and experience in the
    meteorological field combined with the accumulated expertise and
    economies of scale available to UCAR/Comet makes UCAR/Comet
    uniquely qualified to provide the services requested. 
    
    Government Contracts Regulations Exception(s) 
    
    The following exception(s) to the Government Contracts
    Regulations is invoked for this procurement under subsection
    6(d) - "only one person is capable of performing the work". 
    
    The following exclusion(s) and/or limited tendering reasons are
    invoked under the section of the trade agreements specified: 
    o	Agreement on Internal Trade (AIT) - Article 506.12 b.
    o	World Trade Organization - Agreement on Government Procurement
    (WTO-AGP) - Article XV 1b.
    o	North American Free Trade Agreement (NAFTA) - Article 1016 2b.
    
    Canada intends to retain ownership of any Foreground
    Intellectual Property arising out of the proposed contract on
    the basis that the main purpose of the contract is to generate
    knowledge and information for public dissemination.
    
    The proposed contract is for a period of 1 year with an option
    to extend the contract period for two one-year periods.
    
    The estimated value of the contract, including options, is $
    3,300,000.00 (GST/HST extra).

    notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.

    capabilities is June 5, 2015 at 2:00 p.m. EST.

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
