    Work Description:
    Public Works and Government Services Canada (PWGSC) is inviting consulting firms with Multi-Disciplinary Engineering expertise in ports and marine terminals to submit proposals for Standing Offers. The selected consultants shall provide a range of services as identified in the Required Services section of the Request for Standing Offer document for building and non-building projects for the Esquimalt Graving Dock (EGD), located in Victoria, BC.
    
    Proponents shall provide a range of investigation and recommendation reports, as well as design and construction services for the EGD.
    
    Projects will include renovation, rehabilitation and new construction at the facility.  The typical projects requiring multi-disciplinary engineering consultant services may include, but are not limited to:
    - Concrete basin dock modifications / extensions, etc.
    - Pile jetty modifications / upgrades and / or replacements
    - Demolition projects
    - Civil / infrastructure upgrades
    - Port planning and design
    - Port scoping studies
    - Environmental risk assessment
    - Arctic engineering
    - Coastal engineering
    - Equipment selection, design and maintenance including industrial pumps, cranes and vessel berthing equipment, etc.
    - Infrastructure design
    - Marine and small craft harbours
    
    Proponents shall be licensed or eligible to be licensed to practice in the province of British Columbia. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last ten (10) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services.
    
    It is PWGSC's intention to authorize up to three (3) Standing Offers, each for a period of three (3) years plus two (2) option years from the date of issuing the Standing Offers.  The dollar value of all Standing Offers for the initial three year period is estimated to be $5,000,000.00 (Applicable Taxes included).  Individual call-ups will vary, up to a maximum of $1,500,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will award call-ups only when the specific services to be provided under the Standing Offer are needed. Please refer to Section SP-5, Call-Up Procedures under the Standing Offer Particulars.

    This procurement is subject to the provisions of the Canada - EU Comprehensive Economic and Trade Agreement (CETA), World Trade Organization - Agreement on Government Procurement (WTO-AGP), Free Trade Agreements (FTA’s) with Peru, Columbia, Panama, Korea, and Canadian Free Trade Agreement (CFTA).
    
    Period of the Standing Offer:
    The period for placing call-ups against the Standing Offer shall be for three (3) years commencing from the start date identified on the Standing Offer.
