    DESCRIPTION OF WORK:
    Public Works and Government Services Canada (PWGSC) is inviting
    Civil Engineering consulting firms with Municipal Engineering
    expertise to submit proposals for Standing Offers. This
    procurement will follow a one phase submission process. The
    selected consultants shall provide a range of services as
    identified in the Required Services.
    
    The objective of this standing offer is to retain the selected
    consultant(s) through individual call-ups to carry out site
    assessments, proposals,  infrastructure design and/or
    construction supervision services for municipal/civil
    engineering projects in various locations in British Columbia
    and Yukon Territory.  Environmental input may be required but
    will be handled through the use of sub consultants and /or
    existing environmental standing offers with PWGSC. Environmental
    expertise will therefore not be part of this submission other
    than to show experience in engaging and integrating such input.
    The successful firm(s) will participate in federal projects for
    various departments in various locations through the Province of
    British Columbia and Yukon Territory with a majority of the work
    in the Lower Mainland and on Vancouver Island.
    
    Proponents shall be licensed or eligible to be licensed to
    practise in the province of  British Columbia and/or Yukon
    Territory.  Firms should be able to demonstrate successful
    delivery of these services for a broad variety of projects over
    the last five (5) years by fully experienced and qualified
    engineers.  In general, the firm and its personnel will be
    evaluated on the basis of their demonstrated understanding of
    the scope of services, their approach and methodology to
    providing those services, the quality of their relevant
    experience in this area, as well as the cost of the provision of
    the services.
    
    The total dollar value of all Standing Offers is estimated to be
    $1,200,000.00 (HST Included).  Individual call-ups will vary, up
    to a maximum of $250,000.00 (HST included). Proponents should
    note that there is no guarantee that the full or any amount of
    the Standing Offers will be called-up; PWGSC will award call-ups
    only when the specific services to be provided under the
    Standing Offer are needed.  
    
    This procurement is covered under the provisions of the North
    American Free Trade Agreement (NAFTA), (World Trade Organization
    - Agreement on Government Procurement (WTO-AGP).
    
    DELIVERY:
    It is PWGSC's intention to authorize up to three (3) Standing
    Offers, each for a period of two (2) years from the date of
    issuing the Standing Offers.
    
    Firms intending to submit proposals for this project should
    obtain documents through the MERX services provider.  Addenda,
    when issued, will be available from the MERX services provider. 
    Firms that elect to base their proposal on documents obtained
    form other sources do so at their own risk and will be solely
    responsible to inform the tender calling authority on their
    intention to bid.  Proponents must indicate (when requested) on
    the offer form the identification number(s) of the addenda, is
    any, that they have taken into consideration for their proposal
    submission.
    
    This PWGSC office provides procurement services to the public in
    English.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
