    1. REQUIREMENT
    Public Works and Government Services Canada (PWGSC), on behalf
    of its Client, the Royal Canadian Mounted Police (RCMP), E
    Division, Emergency Response Teams (ERT) in Britich Coulumbia
    has a requirement for the supply and delivery for a quantity of
    4 Unmanned Air Vehicles (UAV) with the option to purchase
    additional up to 4 units over the next 2 years.
    
    
    2. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
    (minimum essential requirements)
    
    Any interested supplier must demonstrate by way of a statement
    of capabilities that its equipment meets the following mandatory
    requirements:
    
    - Minimum of 45 minutes flight time with payload. (ERT requires
    persistent situational awareness through video surveillance as
    opposed to the shorter flight times required for aerial
    photographs.)
    - All control and video links must be encrypted with AES-256 and
    access secured with WPA-2 (WEP is not acceptable).
    - Must not use standard WiFi bands (2.4Ghz or 5.8Ghz) for
    control or video links to/from the UAV.
    - Ability to operate within the temperature range of -20c to
    +40c (including payloads).
    - Ability to fly in moderate rain/snow/dust
    - Ability to fly in coastal marine salt air environments 
    - Ability to fly in a controlled manner in sustained winds of
    50km/h with gusts to 80km/h 
    - Ability to be collapsed and transported in a backpack or
    handed-off to another controller
    - Automated take off/landing.
    - Ability to generate and execute automated Search patterns.
    - Ability to report GPS coordinates for any selected target. 
    - User controlled dynamic waypoint creation and map navigation
    display.
    - Target lock and Stare (Camera automatically holds view on user
    selected moving or stationary target)
    - The following 2 Payloads are required.
    	1.	Minimum 20x optical Zoom video/still camera with 3-axis
    gimbal camera
    		- minimum 15 megapixel stills
    		- minimum video resolution of 1080P at 60 frames per second
    	2.	Dual EO/IR video streaming and still image capture
    capability on a single payload with a minimum of 2-axis
    stabilization and the ability to view both streams
    simultaneously.
    		- minimum 15 megapixel stills
    		- minimum video resolution of 1080P at 30 frames per second
    for EO
    		- minimum video resolution of 640x480 at 9 frames per second
    for IR
    - Local video streaming to Android devices (encrypted)
    - Ability to be easily repaired from damage in the field without
    tools (legs, motor arms etc.)
    
    
    3. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
    
    This requirement falls under FSC15 to which the World Trade
    Organization - Agreement on Government Procurement (WTO-AGP)
    (see Annex 1) and the North American Free Trade Agreement
    (NAFTA) - (see Chapter 10, Annex 1001.1b - 1 Goods) do not apply.

    4. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    
    The  Aeryon SkyRanger is the only UAV on the market that meets
    or exceed the mandatory requirements.
    
    The Aeryon SkyRanger is the only UAV on the market that is
    capable of flying in high winds with gusts. It is imperative
    that a UAV that supports emergency operations be able to operate
    in the type of weather normally experienced throughout the year
    on the coast of BC. Being able to use the UAV during inclement
    weather is mandatory in case of emergency and search and rescue
    operations. The SkyRanger is specifically rated for marine
    environments which is a requirement for operations in BC. 
    
    ERT operations has indicated that a high level of optical zoom
    is required for UAV's supporting ERT in Critical Incidents. This
    allows the UAV to remain at sufficient distance from the target
    to avoid agitating the subject or alerting them to the presence
    of the UAV and preserves the element of surprise when preparing
    to enter a premises. The Aeryon SkyRanger' high Zoom with a 3
    axis gimbal is a very important factor in collecting usable
    video.
    
    The Aeryon SkyRanger is the only one that can support ERT to the
    degree required based on the camera zoom capability, camera
    stabilization, dual streaming FLIR/Visual data, flight
    programming capabilities, wind performance, operational
    temperature range, and the training available in Canada at their
    facility.
    
    
    5. EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    
    The following exclusions and limited tendering reason is invoked
    under the:
    
    - Agreement on Internal Trade (AIT) - Article(s) 506, paragraph

    6.  DELIVERY DATE
    
    The product must be delivered on or before March 31, 2015
    inclusive.  
    
    
    
    7. COST ESTIMATE (initial Order) OF THE PROPOSED CONTRACT
    
    The estimated value of the contract is $600,000.00 GST/HST extra.

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
