    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

    Requirement:
    
    Public Works and Government Services Canada (PWGSC) on behalf of National Research Council) will negotiate with Greenlight Innovation Corp., Burnaby BC  for the supply, delivery and commissioning of  ONE(1) only, fully automated  PEM Fuel Cell Test Station (Model G20)
    
    Sole Source Justification:
    
    The Fuel Cell Test Station will be used to evaluate the electrochemical performances during characterization, under H2/Air or H2/O2, of Membrane Electrodes Assemblies using different types of membranes and proton conductive ionomers.  This new fuel cell test station allows NRC to characterize fuel cell up to 20 cm2 with a specific cell design that NRC already use.  Therefore, it is important that the new equipment has to use the same test cells in terms of size, numbers and types of sensors/connectors.  In addition, the new test station must be compatible with NRC’s existing Chemical and Mechanical durability test stations from Greenlight Innovation.
    
    The Greenlight PEM Fuel Cell Test Station is the only test station that has the following required features.
    - Ability of users to program the test station for unattended 24/7 dynamic operation (users can make durability profiles, or to replicate real-world driving / power cycle  data to scripts);
    - Test station can be remotely controlled and can email/text messages to operators to notify for problems for increased safety;
    - Monitor and PC within the test station;
    - Data output from test station in the format of .csv files (plain-text file format) which can be easily analyzed using MS Excel;
    - Automatic N2 purge on shutdown with optional controlled pressure decay;
    - Small workspace for the test - approximately 710 mm X 480 mm (28” x 19”); and
    - Includes a cell voltage monitoring system with an accuracy of +/-1mV.
    - Excellent pressure control at low flow rates (±2kPa steady state)
    - Ability to provide highly accurate inlet gas temperature control of ±1°C during steady state operation
    - Humidifier by-pass and wet/dry mixing

    Greenlight Technologies Corp. is the manufacturer and sole distributor of the above described PEM Fuel Cell Test Station.
    
    In accordance with the Government Contracts Regulations (GCRs) Section 6, 6(d) only one person or firm is capable of performing the contract.
