Public Services and Procurement Canada (PSPC) has a requirement for cleaning services at Building 4006 (the Lockley Building) at the Esquimalt Graving Dock, in Esquimalt, British Columbia. The requirement is for a 1-year Contract with an option to extend for 2 additional 1-year option periods. The Contractor must supply all labour, supervision, materials, equipment, and transportation required to accomplish the cleaning services identified in this document.  

This procurement is targeted to Canadian Black owned or led small businesses. It is part of a pilot program by Public Services and Procurement Canada (PSPC) that will inform the expanded use of targeted approaches to increase diversity in future procurements and support opportunity and economic growth for Black Canadians. Should a compliant bid not be received from a Canadian Black owned or led small business, bids from other companies will be considered. 


The Phased Bid Compliance Process will apply to all mandatory technical criteria and all certifications pertaining to the Black Enterprises Pilot program for Small Businesses owned or led by Black Canadians.

Note: Bids will not be accepted if emailed directly to this email address. This email address is to be used to open an epost Connect conversation, as detailed in Standard Instructions 2003, or to send bids through an epost Connect message if the bidder is using its own licensing agreement for epost Connect.

It is the Bidder’s responsibility to ensure the request for opening an epost Connect conversation is sent to the email address above at least six days before the solicitation closing date. 

Bids transmitted by facsimile or hardcopy to PWGSC will not be accepted.
