Trade Agreement: NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Government Objectives Representing Best Interests/Value to Govt Comprehensive Land Claim Agreement: No Vendor Name and Address: Hunt Material Handling, division of 514350 Ontario Limited 7 Roberts Rd Grimsby Ontario Canada L3M3X2 Nature of Requirements: Vertical Shelving Carousel REQUIREMENT: The Department of National Defence at the Fleet Maintenance Facility Cape Breton (FMF CB), CFB Esquimalt, in Victoria BC has a requirement for qty (1) Custom Width Vertical Shelving Carousel to be utilized for the storage of folded coveralls. BACKGROUND: Under the (FMF CB) Shop Consolidation project, all outlying shops and trade centers will be relocated into one centralized facility and with this equipment provide a single point of contact for the supply and issue of coveralls to approximately 1000 civilian and military staff on a one-for-one basis, rather than at the 8-10 locations utilized prior to consolidation. This equipment will provide immediate access to coveralls in various styles and sizes by entering the appropriate codes onto a keypad and allowing users to scroll through the shelves in either direction; and also provide security for garments as the unit cannot be accessed without the appropriate access codes only available to staff in the Tool Crib where the unit will be installed and managed from. SOLE SOURCE JUSTIFICATION: The Department of National Defence requires a custom unit that must be designed to fit within the physical space requirements identified for the carousel due to existing space constraints (footprint and height) and where unique machinery or equipment is required to support operational requirements. TRADE AGREEMENTS: The proposed procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). EXCEPTIONS TO THE GOVERNMENT CONTRACTS REGULATIONS AND APPLICABLE TRADE AGREEMENTS: The following exceptions are being invoked: Part 1, Section 6 (d) of the Government Contract Regulations; Articles 506.12.a and 506.12.b of the Agreement on Internal Trade (AIT); Articles 1016.2.b of the North American Free Trade Agreement (NAFTA. REQUIRED DELIVERY DATE: December 15, 2012 CLOSING DATE: August 15, 2012 Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
