Enclosure Ventilation Study
REQUIREMENT:
The National Research Council Canada, at the Herzberg Institute
of Astrophysics, Dominion Astrophysical Observatory, in Victoria
BC has a requirement for the provision of Enclosure Ventilation
Study ("Study") as follows:
Contract period (Delivery date: to be determined)
The deliverables include:
Provide cost and schedule estimates to upgrade the load
capacities of the existing enclosure and telescope piers to meet
current structural code requirements based on findings from the
Phase I studies.
Provide cost and schedule estimates for construction of the new
next generation Canada France Hawaii Telescope (ngCFHT) facility
including the new enclosure and telescope structure systems
based on the baseline enclosure and telescope configuration
developed in Phase.
Provide CAD model support for the ngCFHT. CFD aero-thermal
study which will consist of reviewing the model provided by the
client for geometrical correctness and proposing ventilation
schemes that are consistent with the structural/mechanical
design concept.
Provide photo-realistic rendering of telescope and enclosure
using summit topology provided by the client.
Optional Services (to be exercised within 12 months of contract
award)
The Work includes, but is not limited to:
Provide follow-up engineering development and to reduce
construction cost and schedule contingencies as estimated.
Provide follow-up design support to refine telescope and
enclosure configuration to meet the Office of Mauna Kea
Management Comprehensive Management Plan requirements.
Provide follow-up engineering support to modify the enclosure
design according to the findings of the aero-thermal study.
SOLE SOURCE JUSTIFICATION:
The reasons for sole source justification for the required Study
are detailed below. The National Research Council Canada
requires that the Study be compliant with the following
functionalities.
The overall scope of the work requires a combination of
engineering and project management expertise in design,
fabrication and erection of a replacement 10 metre class
segmented mirror telescope and enclosure system compatible with
the current Canada France Hawaii Telescope (CFHT) pier and
foundation as a replacement of the existing 3.6 metre telescope
and enclosure system. The pier and foundation constraint is due
to the permit consideration when replacement astronomical
facility on an archaeologically and culturally sensitive site
such as the summit of Mauna Kea (MK) on the Big Island of Hawaii.
The scope of work requires expert knowledge and experience in
engineering design and construction project management
including: structural analysis, 3D CAD modeling, construction
and erection of large precision structure at remote site at high
altitude (4,200 metres) and under harsh environmental conditions
(low temperature and strong wind).
Empire Dynamic Structures Ltd. (DSL) has extensive experience in
the design and construction of telescopes and enclosures
worldwide and specifically DSL had designed and built many of
the international observatories on the summit of Mauna Kei,
Hawaii including the CFHT Observatory enclosure (3.6 m
telescope); Keck Observatory - Keck I enclosure and Keck II
telescope and enclosure (both 10 metre telescopes); Gemini
Observatory - northern enclosure (8 metre telescope); and Subaru
Observatory enclosure (8 metre telescope). Recently, DSL has
completed the conceptual telescope design and final enclosure
design for the Thirty Meter Telescope (TMT) project (30 metre
telescope and enclosure) and developed detailed construction
plans with cost and schedule estimates for both systems.
Given the experience of DSL in telescope and enclosure design,
engineering, construction and site specific conditions, DSL has
the unique expertise required.

EXCEPTION TO THE GOVERNMENT CONTRACT REGULATIONS:
The following exception is being invoked:
Part 1, Section 6 (d) of the Government Contract Regulations:
"only one supplier, person or firm is capable of performing the
contract."

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
