    A Regional Individual Standing Offer for the supply of all labour, materials, tools, equipment, transportation and supervision necessary to provide onsite Emergency Management training on an “as and when required basis” is required by National Microbiology Laboratory (NML).  Contractor is also required to provide “Authorized provider packages” to allow NML staff that has been certified, to provide training.  The resulting Standing Offer will be from approximately October 10, 2016 to October 9, 2018 with three, one year option periods.  Training may be required for Winnipeg, or other NML locations.  Training relating to the design and delivery of exercises is also a requirement.  Such practical training is to be provided by an accredited post-secondary educational institution (PSEI) and by experienced instructors.   
    
    This Standing Offer will be used mainly forNML to purchase authorized provider packages.   The requirement for Contractor delivered courses will be minimal and generally only requested when it is necessary to qualify NML staff to do course delivery/become trainers.  Currently NML has qualified staff to deliver courses.
    
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT)."
