    TITLE: Temperature Sensitive Equipment
    Public Services and Procurement Canada (PSPC), on behalf of Polar Knowledge Canada (POLAR), intends to negotiate with 9360-2043 Québec Inc. (LogR Systems) for a Thermistors String Data Logger and Thermistor String Cable. 
    
    COMPREHENSIVE LAND CLAIMS AGREEMENT
    
    This procurement is subject to the following Comprehensive Land Claims Agreement(s):  Agreement Between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada
    
    DEFINITION OF REQUIREMENT
    One of POLAR’s research priorities is to monitor the surrounding areas of the Kitikmeot region to predict the impacts of changing ice, permafrost, and snow on shipping, infrastructure, and communities. In order to monitor these areas, POLAR requires permafrost monitoring stations to further the understanding of the response of permafrost to changes in climate. 
    
    POLAR intends to build a station that is a reliable low-energy data logger designed with cutting-edge technologies that will provide superior performance and longer deployment.  The system must have minimum maintenance requirements due to the harsh and remote environments in the Polar region.
    
    POLAR is starting a community-based program in which it will set up six permafrost monitoring stations at six different locations in the Kitikmeot region. The permafrost monitoring stations must be made from user-friendly equipment that does not require specialized training for data collection or maintenance.
    
    COST ESTIMATE OF THE PROPOSED CONTRACT 
    
    The estimated value of the contract is $45,000 for 6 Low Energy Multi-Channel Data Loggers and 6 string cables (GST/HST extra). 
    
    
    KEY REQUIREMENTS FOR THE MONITORING STATION:
     • Data must be easy to download;
     • Basic, intuitive interface software;
     • Programming not required for use;
     • Powered by lithium batteries as it is simpler and more portable than solar panel assemblies;
     • Thermistor string cable at least 30 meters in length
     • Waterproof enclosure for long-term outdoor operations in the harsh Arctic environment
     • Operational from -40°C to 85°C
    
    MINIMUM PERFORMANCE CRITERIA / SPECIFICATIONS
    
    Any interested supplier must demonstrate by way of a Statement of Capabilities that its product meets the following mandatory requirements:

      • Response: 1 second maximum in a well stirred oil bath and 10 seconds max. in still air;
      • Accuracy: 0.05°C between 0-50°C or better;
      • Conductors: 36 multi conductors
      • Wire: 22 AWG Stranded tinned copper
      • Jacket: Shielded polyurethane jacket for low temperature and UV stabilized
      • Cut and abrasion resistant
      • Flexing minimum temperature: at least -40°C;
      • Length: 30 m ±5 m
    c. Temperature and Sensor Specifications
      • Ultra-precision interchangeable thermistors;
      • Interchangeability tolerance: ±0.05°C from 0 to 50°C or better;
      • Dissipation constant: 1m/W/°C;
      • Operating temperature: at least -55°C to +80°C;
      • Triple encapsulation.
    d. Connector Specifications
      • IP67 dust tight and waterproof circular connector, 36 pins.

      • Accurate real time clock (RTC) with integrated quartz crystal for industrial applications;
      • SD card slot;
      • Mini USB communication port with interface cable;
      • USB to micro USB cable;
      • User friendly configuration and data transfer software.
    c. Physical
      • Weight: 0.5kg ±0.1kg
      • Rugged plastic casting.
    
    JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER
    
    9360-2043 Québec Inc. (LogR Systems) is the only known supplier that can provide a Thermistor string data logger and Thermistor string cable that meets all of the mandatory performance specifications.
    
    
    TRADE AGREEMENTS
    The following limited tendering reasons pertain to this requirement:
    
    Government Contract Regulations, Part 1, Section 6(d) only one person is capable of performing the contract.
    
    Canadian Free Trade Agreement (CFTA), Article 513-1-(b) if the goods can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons (ii) the protection of patents, copyrights, or other exclusive rights;
    
    North American Free Trade Agreement (NAFTA), 1016.2(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
