Trade Agreement: Set-Aside Program for Aboriginal Business (SPAB) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Health Canada, First Nations and Inuit Health Branch, Edmonton, Alberta, has a requirement for timely and reliable ground transportation services for Referred First Nations and eligible Inuit clients and approved Authorized Escorts from all over Alberta who travel to the Edmonton and surrounding areas for medical treatment. The requirement is for 24 hours a day, 7 days a week, 365 days per year, ground transportation services, including all labour, transportation, supervision, materials, maintenance, tools and equipment necessary. This bid solicitation is to establish a contract with task authorizations. The period of the contract is September 1, 2018 to August 31, 2021 inclusive with Canada retaining the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period(s) under the same conditions. There are security requirements associated with this requirement. For additional information, consult Part 6 - Security Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. This procurement is set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual. This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Aboriginal peoples or for set-asides for small and minority businesses. Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. The Phased Bid Compliance Process applies to this requirement. An optional bidders' conference will be held via WebEx online meeting on February 13, 2018. The conference will begin at 12:00pm CST. Refer to the Part 2. Bidder Instructions, article 2.7 for more information. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
