The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Stella Burry Community Services Inc., St. John's, NL. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Background Public Works and Government Services Canada on behalf of Correctional Service of Canada intends to award a contract for Community Support Program Services. Stella Burry Community Services Inc. is a community non-profit organization which provides a broad range of safe, affordable housing, clinical services and employment services in the community. The Effective Corrections Residential Alternative strategy recognizes the inherent need for coordinated service delivery for mental health and complex needs offenders in the community. It also serves to assist in strengthening the CSC continuum of services while maintaining the continuity of specialized mental health supports throughout the offender's sentence. The Effective Corrections Residential Alternatives / Community Support program and Just Us Women Offender Resource Centre provides a range of services including intensive clinical intervention, one on one community mental health workers, housing and housing supports, education and employment services as well as community access and inclusion. Due to the complexity of program participants require an individualized and intensive approach that utilizes clinical skills as well as one on one teaching of basic life skills and overall support is required. Coordination and timely access to services is key to successful case management. Criteria for assessment of the Statement of Capabilities Minimum Essential Requirements Mandatory Technical Criteria The Organization Demonstrate that they have two or more years of experience working with offenders in relation to community release planning from a provincial institution (ESA), federal institution and or in the community and that they have two years experience in the provision of therapeutic individual counseling and /or group programming /support services for offenders in the community. Demonstrate that they have two years of experience in the provision of individual clinical intervention and therapeutic group programming ( trauma /concurrent disorder); housing / as well as education /employment supports to socially disadvantaged persons including but not limited to persons with mental health issues, intellectually challenged, survivors of childhood trauma and/or individuals involved with the criminal justice system. Demonstrate that they have specifically trained community mental health support workers to work with complex needs mental health offenders on a individual/group basis who have a minimum college diploma or training certificates and required experience, adhere to the relevant standards of practice and professional conduct related to the provision of Community mental health worker in home supports. Proposed Personnel Be a graduate from a recognized university with a degree in the Human Sciences (Social Work, Psychology, Sociology, Education, etc.) adhere to the relevant standards of practice and professional conduct related to their chose field, if providing therapeutic interventions. Attach diploma with the proposal For Community Mental Health workers, be a graduate from a recognized community college or training facility with a diploma/certificates or university degree specializing in human development or working with individuals with mental health / complex needs and adhere to the relevant standards of practice and professional conduct related to the provision of Community mental health worker in home supports. All proposed personnel must be able to obtain an Enhanced Reliability Clearance. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement: Not Applicable Comprehensive Land Claims Agreement(s) Not Applicable Justification for the Pre-Identified Supplier Stella Burry Community Services Inc. is a community non-profit organization which provides a broad range of safe, affordable housing, clinical services and employment services in the community. They are the only known organization capable of successfully completing this work. No other organization is known to possess the infrastructure, experience or working knowledge to deliver the programs. Government Contracts Regulations Exception: The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified: Not Applicable The period of the proposed contract or the delivery date(s). The proposed contract is for the period July 1, 2014 to may 31, 2015 with options to renew for four separate and additional one year options at July 1, 2015, 2016, 2017 and 2018. A cost estimate of the proposed contract. The estimated value of the contract is $781,570.15 HST included. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The closing date for a submission of a statement of capabilities. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
