Through this Request for Information (RFI), PSPC wishes to understand modern capabilities and business practices of the leading edge Talent Management tools that could be applicable to the Government of Canada technology landscape. Responding industry partners would be expected to understand and present solutions that comply with Treasury Board Secretariat (TBS) and Communications Security Establishment (CSE) information technology and information management standards. PSPC has a documented Talent Management business process (attached as Annex B) on which the department seeks commentary from potential suppliers. Through this consultation, industry would be expected to present estimates for Total Cost of Ownership, provide guidance on solution support, implementation and present solution capabilities. PSPC’s goals for the solution are two fold, first for the employer: to better assess organizational needs and understand the talent both required and available; to make investments in employee development linked to business needs; and clearly communicate talent management principles and approaches. Secondly, for the employee: to gain a better understanding of the organization’s business goals as well as the necessary competencies to build a career; be equipped for development opportunities; and have recognition of their skills, aspiration and potential.
