    DOCUMENT VALIDATION TOOL
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing othersuppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    
    DEFINITION OF REQUIREMENT - FOR STATISTICS CANADA
    
    
    Statistics Canada is attempting to reduce the verification time on Census 2016 products in order to publish them quicker.  As well, the team seeks to limit the risk of errors associated with the manual manipulation of documents.  
    
    The software solution should enable the Census 2016 production team to conduct its verifications more efficiently in an automated fashion. The software solution must be able to support or enhance the team’s verification work, in order to limit the amount of manual manipulations and verifications. The software solution, especially its interface, must be easy to use, as its users have little to no IT knowledge.
    
    Statistics Canada intends to enter into a sole source contract with Global Vision for the purpose of procuring their software solution called DocuProof, including associated maintenance and support services, and training services.
    
    DocuProof is a commercial software solution for automatically comparing and verifying documents.
    
     
    CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
    
    Any interested supplier must demonstrate by way of a statement of capabilities that their product and services meet the following requirements:
    
    
    Requirements:
    
    Statistics Canada has a requirement for the supply of a document validation software solution that will deliver, allow, and support a more efficient text verification of Census related products.
    
    
    MANDATORY SOFTWARE REQUIREMENTS:
    
    M1 The software proposed to meet this requirement must be “off-the-shelf”, meaning that each component of software is commercially available and requires no further research and development and is part of an existing product line with a field-proven operational history (that is, it has not simply been tested in a laboratory or experimental environment).
    
    M2 The supplier must have at least 2 years of verifiable expertise in processing complex inspection documents.  The supplier must be able to demonstrate in depth knowledge of Canadian standards.
    
    M3 The software must work with Statistics Canada networks.  Statistics Canada has two networks: Network A is closed and Network B is open to the Internet. The software solution must only be installed on Network A.  The software has to be simple to deploy for a local installs.  The software must be flexible enough to be installed on multiple clients PCs with one central server for administration.   The software solution must be able to support workstation licensing, concurrent licensing and site licensing.   The solution must be able to be installed on a centralized server for user management and audit trails.  The solution must require a user name and password to login into the system.  The solution also must support Domain Authentication LDAP, which means the users use their Windows users name and password to access the software.  The solution must manage the user list as well as password expiry dates among other information.  
    
    M4 Statistics Canada seeks a software solution that enables the comparison of files in different formats without having to significantly manipulate the file format in order to do the comparison.  The software mustto have the ability to compare like and unlike files, and detect all changes regardless of layout or format in:
    • Word documents (.doc, .docx)
    • Excel documents (.xls, .xlsx)
    • PDF documents (.pdf)
    • SPL/XML documents (.xml)
    • Text File (.txt)
    • HTML documents (.html)
    • MHTML documents (.mhtml)
    • QRD templates
    • Rich Text Files (.rtf)
    • Website content 
    
    M5 The software must deliver, enable and support the functionality for users to do partial comparisons of documents, or comparisons of certain sections of documents.  The software must have the ability to ignore specific characters, ignore tab leaders, and specify the page range for inspections. The software solution must offer some flexibility for partial comparisons as well.  Partial comparisons means the ability to do : 
    • Selected text inspection (Underline text)
    • Remaining text inspection (Crossed out text) 
    • Clearing text selection
    • Selecting text on multiple pages (all, even, odd)
    • Saving a project and resuming a project
    • Running multiple inspections
    • Difference filters (font, insertion, deletion, change)
    • Difference list (review discrepancies between Master and Sample files)
    
    
    M6 The software must deliver, enable and support the functionality for users to compare documents in both official languages of Canada: English and French. Statistics Canada expects to be able to compare two English documents or two French documents. Statistics Canada is not seeking a translation tool.   
    
    M7 The software must deliver, enable and support the functionality for users to compare differing number formats such as metric (e.g., 123 456) and imperial (e.g., 123,456) with the possibility to ignore to differences after the report is generated.    The software must be able to compare these formats while maintaining the integrity of the original document.   The software should be able to ignore specific characters and tab leaders when the user is generating a report.
    
    M8 The software must deliver, enable and support the functionality for users to create reports.
    
    The software solution must be able to produce a summary of the differences found during the comparison of two documents.  In addition, this solution must be able to generate a written report of the differences found during comparison.  This report must be flexible, and offer various options.  Statistics Canada needs a software solution to produce a written report that can be saved as a file, and have the ability to email the file to other team members in order to confirm that the comparison was done.  The comparison report must contain a summary page detailing all of the differences between the two documents, as well as a tagged revision document.  The revision document should contain highlights of the differences, and indicate the reference number of each difference.  It must have a pop-up display on the document if the option to include sticky notes is selected in the “Report Options” window. 
    
    The software solution must be able to attribute different priority levels to different types of comparisons.  For example, the software must be able to determine whether a difference is critical, major, minor or ignorable. As well, the software solution must be able to generate reports based on these different priority levels.  Those results must be customizable.
    
    The software solution must preserve the format of the originally submitted document.  The software solution must enable referral to the original document to display the differences between documents. Forexample, to compare a PDF document and a Word document, the PDF must remain in PDF format, and cannot be converted to a text format with markup.
    
    M9 The software must deliver, enable and support a character by character (Unicode) comparison.
    
    M10 The software must deliver, enable and support  table inspection technology, where table detection, analysis and processing come in full effect, helping to restore the natural reading order.
    
    M11  The software must deliver, enable and support font size tolerance setting allowing for detection of fonts size differences as small as 0.01.
    
    M12 The software must be able to identify and process figures, templates, and tables, as well as all foreign languages, and unlike file formats.
    
    M13 The software must deliver, enable and support users with little to no technical knowledge.   The help menu must provide clear and detailed information and directions for our users.
    
    M14 The supplier must be able to provide technical support by telephone and email, from Monday to Friday between the hours of 8am to 4pm EST.
    
    M15 The supplier must be able to provide software updates to support the development of the various electronic formats.

    GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S)
    
    Section 6 of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract.
    
    
    EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    
    Annex 4.4 article 506.12(b) of the AIT is applicable on the basis of limited tendering where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists, respectively.
    
    Article 1016.2(b) of NAFTA is applicable on the basis of limited tendering due to reasons where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
    
    Article XV(b) of the WTO-AGP is applicable on the basis of limited tendering due to reasons when, for works of art or for reasons connected with protection of exclusive rights, such as patents or copyrights, or in the absence of competition for technical reasons, the products or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
    
    
    OWNERSHIP OF INTELLECTUAL PROPERTY.
    
    Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.

    The proposed contract is for a period of 1 year that includes 6 additional 1-year options. 
    All delivery mentioned in the requirement shall be delivered within 10 days of Contract award.

    THE STATEMENT OF CAPABILITIES MUST CLEARLY DEMONSTRATE HOW THE SUPPLIER MEETS THE ADVERTISED REQUIREMENTS.
    
    The conditions of the developer's shrink-wrap license are not acceptable to the Crown. This software is proprietary, and the proposed Contractor must have the authority to negotiate the terms and conditions of the contract and the related software licensing terms including, but not limited to; limitation of liability, indemnification, transferability of license, termination/refund to the Crown. Documents may be submitted in either official language of Canada

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
