    Requirement:
    (a)	To carry out the refit and docking of the Department of
    National Defence Vessel "YOM 402  Environmental Barge" in
    accordance with the Maintenance Specification Repair List and
    Drawings provided.
    	
    (b)	To carry out any approved unscheduled work not covered in
    (a) above.

    Bidders Conference
    A bidders conference will be held at Canadian Forces Base
    Esquimalt on the 2 March 2012. The conference will begin at
    10:30 hrs local time.
    
    Viewing
    Arrangements have been made for a viewing of the vessel.  The
    viewing will take place immediately following the Bidder's
    Conference.
    
    Destination
    Delivery and transfer of custody will be at a  safe transfer
    point at or adjacent to the Canadian Forces Base Esquimalt.
    
    Sourcing Strategy
    The sourcing strategy related to this procurement will be
    limited to suppliers in Western Canada, in accordance with the
    Shipbuilding Procurement Policy (19/12/96) subject to the
    Agreement on Internal Trade (AIT). This procurement is exempt
    from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and
    from the WTO-AGP (see Annex 4)
    
    Quality Assurance 
    It is a requirement that the contractor's quality system for the
    work address each applicable element of "ISO 9001-2000,
    excepting section 7.3.  It is not the intent that the Contractor
    be registered to the ISO Standards. A pre-contract award Quality
    System Audit may be conducted.
    
    Labour Agreement
    Interested companies are to confirm that they have valid labour
    agreements covering the duration of the docking work period.
    
    Environment
    The work is to be completed in accordance with all applicable
    environmental laws and regulations.

    procurement.
