The Department of National Defence has a requirement for the provision of a ferry service for its operations at the Marine Experimental and Test Range facility at Nanoose Bay, British Columbia.  The Port Operations and Emergency Services Branch, through its CF Auxiliary Fleet (CFAV) - Nanoose Detachment, conducts year round operations in the open waters of the Straits of Georgia, specifically in Military Exercise Area Whiskey Gulf (WG). A vessel is required to transport passengers and materials from Ranch Point Jetty to Winchelsea Island on a regular basis.

The period of the charter requirement is from July 1, 2016 to June 30, 2019, with the option to extend the period by up to an additional two (2) years.
