Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: DFO - Fabricate and Deliver Pontoon Utility Work Boat REQUIREMENT To carry out the design, construction, test, trial and delivery of one (1) 23.5 ft to 24 ft Pontoon Utility Work Boat Mission Statement: The requirement is for a pontoon work platform. This utility boat is to perform a variety of tasks on a potable water lake. Tasks include the removal and installation of aerator equipment, potential deployment of an oil pollution boom and oil pollution equipment. Other related duties include intake inspection and maintenance as well as environmental studies. Utilization: 1) Operations in various lake conditions including extensive work in a shallow lake. 2) Lifting equipment such equipment as anchors, windmill aerators, electrical aerators, weight up to a maximum of 453.6 Kg ( 1000 lbs) lbs on board the vessel. 3) Towing up to 1500 lbs floating equipment. 4) Lifting capacity of 453.6 Kg ( 1000 lbs) 5) May be used for emergency oil pollution response at night. 6) The boat will be trailered in and out of the fresh water lake for maintenance and repairs and launched from all types of remote location and undeveloped launch sites around the lake. 7) The boat is required to be capable of operating in up to "sheltered waters voyage" as defined per the Vessel Certificate Regulation. SOR/ 2007-31. Defined as "a Voyage that is in Canada on a lake or river above tidal waters, where the vessel can never be further than 1 nautical mile from the shore" DELIVERY Delivery of the boat and all other deliverables are required by the contract to be at destination on or before 29 November , 2012. PHYSICAL CHARACTERISTICS OF THE VESSEL 1. Length: Hull approximately Min 23.5 Ft to 24ft, (7.3m) and must not exceed 24ft (7m overall length defined per TP1332) including the engine pod if protruding from hull. 2. Crew of 2 (Max Cap 5) = 200 kg 3. Fuel = Est. 100 litres in one or two tanks 4. Equipment & supplies = 200 kg 5. Cargo on deck = 1000 Kg (2200 Lbs) MANDATORY CONSTRUCTION STANDARDS 1. Transport Canada Marine Safety Regulation TP 1332 "Construction Standards for Small Vessels", which incorporate references to ABYC standards for equipment such as fuel tanks and fuel systems, as well as tank space ventilation, and ISO standards for stability, loading capacity, etc. as delegated to ISO 12217-1. Electrical Installations on Boats and ABYC 'E' electrical standards." 3.
