Trade Agreement: NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: DFO - Fabricate and Deliver Aluminum Hull Boat REQUIREMENT To carry out the design, construction, test, trial and delivery of one (1) 5.99m Aluminum Jet Boat w/ trailer. MISSION STATEMENT DFO buys, manages and operates numerous small craft in support of its Departmental programs and other missions. The requirement is for a 5.99 meter Jet Boat (20ft); hull length must not be exceeded. The vessel will be deployed to Conservation and Protection for Compliance and Monitoring functions; as well as, Search and Rescue duties where needed. This boat will be used for Conservation and Protection Operational Patrol requirements in the Aboriginal fisheries and recreational salmon fisheries around the Smithers Detachment Area. This involves operations in various river conditions including extensive work in shallow braided channels and fast flowing rapids. The boat is required to be capable of operating in up to class III Swiftwater (International River Rating) and in shallows (i.e. 6 inches and less). The boat will be trailered extensively over long distances on gravel roads and launched from all types of remote location launch ramps. DELIVERY Delivery of these vessels, to their various destinations, must be completed by the MANDATORY delivery date of 5 August 2012. PHYSICAL CHARACTERISTICS OF THE VESSEL 1. Length (hull) must be approx. 5.99m 2. Breadth overall (collar inflated), minimum 2.2 M. to not more than 2.4 meters. 3. Maximum draft (outboard motor or out drive lowered) between 0.60 and 0.75 M. 4. Maximum draft (outboard motor or out drive raised) between 0.30 and 0.45 meters. 5. Normal load conditions a) Crew of 5 375 kg b) Fuel 250 litres in one tank c) Equipment and supplies 200 kg REQUIRED OPERATIONAL PERFORMANCE 1. Unless otherwise stated, performance must be for conditions of zero sea state and no wind, in fresh water with Normal Load and complement. The craft must be designed and constructed for ease of maintenance and repair, long life, and to be easily supportable by local commercial facilities and suppliers. The craft is expected to have a service life of at least 10 years, with an expected usage of between 100 and 150 hours per year. 2. Maximum desired speed of 35 to 38 knots in Normal Load condition. MANDATORY CONSTRUCTION STANDARDS 1. Transport Canada Marine Safety Regulation TP 1332 "Construction Standards for Small Vessels", which incorporate references to ABYC standards for equipment such as fuel tanks and fuel systems, as well as tank space ventilation, and ISO standards for stability, loading capacity, etc. as delegated to ISO 12217-1. Electrical Installations on Boats and ABYC 'E' electrical standards." INSPECTION/QUALITY ASSURANCE/QUALITY CONTROL 1. The Contractor must prepare an Inspection and Test Plan (ITP) for this project. 2. The Contractor must conduct inspections in accordance with the ITP. 3. The Contractor on the inspection record, test or trials sheets as applicable must record the results of each inspection. The Contractor must maintain files of completed inspection records. The entire Inspection process is outlined in Annex D of the Request for Proposal. TRADE AGREEMENTS This Purchase is being made under GSIN N1940G, and therefore subject to the Agreement on Internal Trade and the North American Free Trade Agreement (NAFTA).
