    CCGS Neocaligus - Drydocking & Refit
    
    The Canadian Coast Guard has a requirement for a contractor to:
    (a) Carry out the drydocking and refit of the CCGS Neocaligus in accordance with the associated Technical Specifications detailed in the Statement of Work; Inspections, Tests and Trials; and Project Management Services; and 
    (b) Carry out any approved unscheduled work not covered in paragraph (a) above.
    
    Solicitation documents are available on the BuyAndSell.gc.ca/tenders web site. For specifications, drawings, annexes, and appendices associated with this solicitation, bidders must contact the Contracting Authority identified in Article 7-5.1.
    
    Term of Contract
    Work must commence and be completed as follows:
     Commence:  January 05, 2017;
     Complete:  January 25, 2017.
    
    By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.
    
    Bidder Capabilities
    Bidders will be required to supply with their bid:
    a. Details of Bidder capabilities, how they will comply with mandatory requirements and how they will deliver any other requested goods and services.
    b. List of specialized sub-contractors to be engaged in the performance of the work.
    
    Security Requirement
    There is no security requirement applicable to this Contract.
    
    Optional Bidders’ Conference and Site Visit
    There is an optional bidders’ conferenceand site visit associated with this requirement. Consult Part 2 - Bidder Instructions.
    
    Sourcing Strategy
    The sourcing strategy related to this procurement will be limited to suppliers in the area of Origin of the vessel, in accordance with the PWGSCSupply Manual Article 3.170.10(b).  This procurement is subject to AIT and is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).  
    
    Federal Contractors Program (FCP) for Employment Equity
    The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the annex named Federal Contractors Program for Employment Equity - Certification.
    
    
    Vessel Transfer Costs
    The Solicitation identifies the vessel transfer costs applicable to specific locations. A Bid which specifies a location for undertaking the Work which is not specifically list in the Solicitation, and for which a notification in writing has not been received by the Contracting Authority five (5) calendar days before the solicitation closing date, will be declared non-responsive.
