    Public Services and Procurement Canada (PSPC), on behalf of Indigenous Services Canada (ISC), is looking to engage with and elicit feedback from Medical Transportation (MT) management industry, claims processors, and others interested in providing feedback on solutions in regards to the potential future needs of the Non-Insured Health Benefit (NIHB) program. This second Request for Information (RFI) is a follow-up from the RFI #1 issued on April 29, 2019.
    
    Objectives:
    
    The objectives of this Request for Information (RFI) are to: 
    
    1) Inform industry of ISC requirements for the Medical Transportation System Solution (MTSS) with revised business needs and requirements;
    2) Share scenarios about specific NIHB needs for solution components and improved or re-engineered services;
    3) Seek technical solutions and best practices from industry;
    4) Identify, explore and assess opportunities for innovation;
    5) Seek feedback from industry on specific questions that will assist Canada in further refining MTSS requirements and solution components;
    6) Seek feedback from industry on services (such as claims processing) that could improve the administration of the MT benefits. Examples of services might include:
    a. Requests and claims processing, adjudication and settlement; 
    b. Provider registration and communications;
    c. Payment and Financial operations; 
    d. Systems and services in support of the various NIHB Regional office approval decisions. 
    e. Provider Audit program and audit recoveries; and
    f.Data retention, collection, analysis and reporting.
    7) Share information on the Indigenous Participation Component (IPC) to help industry achieve readiness to meet Indigenous procurement requirements and seek feedback from industry that will assist Canada in identifying potential IPC scenarios.
    
    Nature and Format of Responses Requested:
    
    Respondents are requested to provide their comments, concerns, and, where applicable, alternative recommendations regarding how the requirements or objectives described in this RFI could be satisfied. RFI responses should clearly identify any additional information and/or clarification that respondents suggest be incorporated into any future solicitation documents.
    
    PSPC may, in its sole and absolute discretion schedule one-on-one meetings with respondents. These sessions will represent an additional opportunity for respondents to clarify or expand on their RFI responses. These sessions also represent an additional opportunity for Canada to learn more about industry capacity and gather additional information. 
    
    Nature of this RFI:
    
    This RFI is not a bid solicitation. This RFI will not result in the award of any contract. Potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI.  
    
    This RFI will not result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described herein will not necessarily follow this RFI. This RFI is simply intended to solicit feedback from industry with respect to the subject matter described in this RFI.
