DESCRIPTION OF REQUIREMENT Public Services and Procurement Canada (PSPC), on behalf of the Translation Bureau (the Bureau), is issuing this Request for Proposal (RFP) to meet its needs for in-person, hybrid and distance interpretation services on an "as and when required" basis and to support its various operational requirements for parliamentary and conference interpretation in both official languages. We are seeking suppliers to provide theses interpretation services. Suppliers who hold an accreditation issued by the Bureau and able to meet the requirements under this RFP are invited to submit a bid. This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). 2. TERM OF THE SUBSEQUENT CONTRACT The term of any subsequent contract will be for (1) year with one (1) irrevocable option period of one (1) year. 3. SECURITY REQUIREMENTS There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. 4. BASIS OF SELECTION a) Any bid proposing an evaluated price that does not exceed the 70% calculated median will be declared responsive and a contract will be awarded. b) Any bid proposing an evaluated price which exceeds 70% (above) of the calculated median will be declared non responsive. 5. BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY Public Services and Procurement Canada/Translation Bureau has determined that any intellectual property (IP) rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: 1. National security; and 2. Where the Foreground IP consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software. Delivery Date: 04/07/2023 The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
