    I.	NATURE OF REQUIREMENT
    
    Canadian Intellectual Property Office (CIPO) of Industry Canada,
    in Gatineau,Quebec, has a requirement for translation services
    of texts from English to French and French to English, as well
    as editing and updating services of texts translated into
    English and French, on an as-and-when-requested basis. 
    
    The term of any resulting contract will be two (2) years from
    the date of contract award with an irrevocable option on the
    part of Canada to extend the term of the Contract by up to four
    (4) additional one (1) year periods.
    
    In view of the volume of translation services required, up to
    three (3) contracts could be awarded as a result of this bid
    solicitation, as follows:  
    
    Stream I	General, administrative and semi-specialized texts:
    	maximum one (1) Contract 
    Stream II	Specialized texts of medium to high complexity:
    		maximum one (1) Contract 
    Stream III	Patent titles and abridgements: 				maximum one (1)

    II.	PERIOD OF CONTRACT
    
    The period of the Contract is from date of Contract to ____
    inclusive.
    
    III.	SECURITY REQUIREMENT
    
    3.1	The Contractor must, at all times during the performance of
    the Contract, hold a valid Designated Organization Screening
    (DOS) with approved Document Safeguarding at the level of
    PROTECTED B, issued by the Canadian Industrial Security
    Directorate, Public Works and Government Services Canada.
    
    3.2	The Contractor personnel requiring access to PROTECTED
    information, assets or work site(s) must EACH hold a valid
    RELIABILITY STATUS, granted or approved by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC).
    
    3.3	The Contractor MUST NOT utilize its Information Technology
    systems to electronically process, produce or store PROTECTED
    information until the CISD/PWGSC has issued written approval. 
    After approval has been granted or approved, these tasks may be
    performed at the level of PROTECTED B including an IT Link at
    the level of PROTECTED B.
    
    3.4	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    3.5	The Contractor must comply with the provisions of the:
    Security Requirements Check List and security guide (if
    applicable), attached at Annex C;
    Industrial Security Manual (Latest Edition)
    
    IV.	MANDATORY REQUIREMENTS
    
    MTC 1 - Bidder's Experience		
    The Bidder must demonstrate:  that it has provided
    English-to-French AND French-to-English translation services for
    a period of at least thirty-six (36) months since January 2005; 
    that these translation services have dealt with the following
    specialities, depending on the Field(s) for which the Bidder has
    elected to submit a bid:  Field I: specialty ADM; Field II: the
    following four (4) essential specialties: JUR, ELC, MEC and MED;
    and two (2) additional specialties chosen from the following
    list of Field II specialties; Field III: the following three (3)
    essential specialties: ELC, MEC and MED; and three (3)
    additional specialties chosen from the following list of Field
    III specialties.  To demonstrate the experience acquired, the
    Bidder must provide the following information in its bid
    regarding each client organization:  the name of the client
    organization that received the translation services and the name
    and current telephone number, fax number and e mail address of a
    contact in the client organization; a description of the
    translation services provided, clearly indicating: the period
    during which the translation services were provided, i.e. from
    (month/year) to (month/year); the nature of the documents
    translated; the field of specialty; the source and target
    languages

    MTC 2 - Bidder's proposed Coordinator   The Bidder must provide
    the name of one (1) coordinator in accordance with the Statement
    of Work for each stream for which the Bidder is submitting a
    bid.  If the Bidder is submitting a bid for more than one
    stream, the same coordinator may be proposed for all streams.
    The proposed coordinator cannot be proposed as a translator
    and/or reviser. The proposed coordinator's experience must have
    been acquired since January 2005 as a team leader responsible
    for managing a volume of translation.  Bid for Stream I:  The
    experience demonstrated must be for a capacity to manage at
    least 1,200,000 words over a period of at least 12 consecutive
    months or more.  Bid for Stream II:  The experience demonstrated
    must be for a capacity to manage at least 1,200,000 words over a
    period of at least 12 consecutive months or more.  Bid for
    Stream III:   The experience demonstrated must be for a capacity
    to manage at least 3,300,000 words over a period of at least 12
    consecutive months or more.  To demonstrate the experience
    acquired, the Bidder must provide the following information for
    each translation project for which the experience meets these
    requirements: The role and responsibilities of the coordinator
    with regard to the translations; The nature (type of text) and
    volume of translations managed by the coordinator; The period
    during which the translation services were managed by the
    coordinator, i.e. from (month/year) to (month/year); and The
    name of the client organization and the name and telephone
    number and/or e mail address of a contact in the client
    organization.
    
    
    MTC 3 - Bidder's proposed translators  The Bidder must propose
    translators whose cumulative experience must have been acquired
    since January 2005, for translations from English to French and
    from French to English.  Bid for Stream I:  At least 1,200,000
    words translated over a period of at least 12 consecutive months
    or more, of which; 1,140,000 words from English to French; and
    60,000 from French to English.  Bid for Stream II:  At least
    1,200,000 words translated over a period of at least 12
    consecutive months or more, of which; 1,140,000 words from
    English to French; and 60,000 from French to English. These
    translators must cover at least the four (4) essential
    specialties (JUR, ELC, MEC and MED) from the Stream II list of
    specialties and two (2) additional specialties chosen from the
    Stream II list of specialties.  Bid for Stream III:  At least
    3,300,000 words translated over a period of at least 12
    consecutive months or more, of which; 3,135,000 words from
    English to French; and 165,000 words from French to English.
    These translators must cover at least the three (3) essential
    specialties (ELC, MEC and MED) from the Stream III list of
    specialties and three (3) additional specialties chosen from the
    Stream III list of specialties.  To demonstrate the experience
    acquired, the Bidder must provide the following information for
    each translation project for which the experience meets these
    requirements: The subject of the translations, the specialties
    of the translations and the volume of texts translated by the
    translator; The language of the original text and the language
    of the target text; The period during which the translation
    services were provided, i.e. from (month/year) to (month/year);
    The total number of words translated during the period mentioned
    in iii); and The name of the client organization that received
    the translation services and the name and telephone number
    and/or e mail address of a contact in the client organization. 
    Each translator identified in MTC 2 must have an undergraduate
    degree (or higher) in translation, literature, language
    training, communications or a related discipline from a
    recognized Canadian university*.  In a case where studies were
    completed in an institution outside Canada, only the Canadian
    equivalent granted by an institution accredited for ascertaining
    Canadian equivalencies will be accepted. These institutions
    include the assessment of credential services of the federal or
    provincial governments, or the International Credential
    Assessment Service of Canada, or others identified as assessment
    of credential services comparing degrees and diplomas to
    Canadian standards within the Citizenship and Immigration Canada
    Web site.  Proof must be demonstrated by providing a copy of the
    document confirming the level of education of the proposed
    translators. Canada may verify this certification using its own
    resources.  * The list of recognized organizations can be found
    on the Canadian Information Center For International Credentials
    Web Site at: http://www.cicic.ca/2/home.canada  Note: Where the
    Contracting Authority determines that the Bidder has failed to
    provide these confirming documents as required, the Contracting
    Authority will provide the Bidder with 48 hours to submit the
    required document.
    
    
    MTC 4 - Bidder's proposed revisers  The Bidder must propose
    revisers whose cumulative experience must have been acquired
    since January 2005, for translations from English to French and
    from French to English.  Bid for Stream I:  At least 1,200,000
    words revised over a period of at least 12 consecutive months or
    more and on the Stream I specialty, of which; 1,140,000 words
    revised from English to French; and 60,000 words revised from
    French to English. The minimum number of words revised per
    reviser and per period must be at least 400,000 words, including
    at least 200,000 words on the subject of the Stream I specialty.
     Bid for Stream II:  At least 1,200,000 words revised over a
    period of at least 12 consecutive months or more and on the
    Stream II specialties, of which; 1,140,000 words revised from
    English to French; and  60,000 words revised from French to
    English. The minimum number of words revised per reviser and per
    period must be at least 400,000 words, including at least
    200,000 words on the Stream II specialties. The proposed
    revisers must cover at least the four (4) essential specialties
    (JUR, ELC, MEC and MED) from the Stream II list of specialties
    and two (2) additional specialties chosen from the Stream II
    list of specialties.  Bid for Stream III:  At least 3,300,000
    words revised on the Stream III specialties, including;
    3,135,000 words revised from English to French, regarding the
    three (3) essential specialties (ELC, MEC and MED) and three (3)
    additional specialties chosen from the Stream III list of
    specialties; and  165,000 words revised from French to English,
    regarding the three (3) essential specialties (ELC, MEC and MED)
    and three (3) additional specialties chosen from the Stream III
    list of specialties. The minimum number of words revised per
    reviser and per period must be at least 400,000 words, including
    at least 200,000 words on the Stream III specialties. The
    proposed revisers must cover at least the three (3) essential
    specialties (ELC, MEC and MED) from the Stream III list of
    specialties and three (3) additional specialties chosen from the
    Stream III list of specialties.  To demonstrate the experience
    acquired, the Bidder must provide the following information for
    each translation project for which the experience meets these
    requirements: The subject of the translations, the specialties
    of the translations and the volume of texts revised by the
    reviser; The language of the original text and the language of
    the target text; The period during which the revision services
    were provided, i.e. from (month/year) to (month/year); The total
    number of words revised during the period mentioned in iii); and
    The name of the client organization and the name and telephone
    number and/or e mail address of a contact in the client
    organization.  Each reviser identified in MTC 2 must have an
    undergraduate degree (or higher) in translation, literature,
    language training, communications or a related discipline from a
