    1.Requirement
    
    Canada wishes to issue National Master Standing Offers (NMSOs) to meet the various e-learning requirements to begin, continue, complete, or maintain their learning of English as a second language (ESL) or French as a second language (FSL) at proficiency levels A, B and C, that is in alignment with the Qualification Standards in Relation to Official Languages.
    
    Official languages training services include two Streams of work:
    
    1. Stream 1 - Online Self-Learning Program and ESL language training
    2. Stream 2 - Online Self-Learning Program and FSL language training
    
    
    2.Standing Offer Period
    
    The term during which call-ups may be made against the Standing Offer (SO) will run for 3 years from the SO issue date. Canada reserves the right to extend the term of the Standing Offers by 2 additional periods of one year each.
    
    It is intended to result in the award a maximum of 4 SO (2 SO per work Stream). Offerors may qualify for one or both work streams. An Offeror may be awarded more than one SO per work stream.
    
    
    3.Trade Agreements
    Standing Offers (SO) resulting from this Request for the NMSO may be subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    
    4.Security requirements
    
    There are security requirements associated with the requirement of the Standing Offer. For additional information, see Part 5 - Security Requirements, Required Documentation, Part 6 - Security Requirements, and Part 7 - Standing Offer and Resulting Contract Clauses.
