    TITLE:   Integrated Waste Management System
    
    OBJECTIVE
    
    Health Canada requires the services of a Contractor to:
    
    provide subject matter expertise and information on hazardous
    waste issues to Health Canada and PHAC;
    provide verbal and written reports and analysis on current
    hazardous waste handling and disposal
    practices at HC and PHAC;
    prepare presentations and training sessions in both official
    languages for HC and PHAC employees
    and students;
    perform audit and inspections of HC and PHAC laboratories and
    facilities, as requested;
    transport chemical and radiological waste from various sites
    across the National Capital Region to a
    main drop-off site;
    ensure that the chemical and radiological waste is assessed by
    the subcontractors for treatment and
    disposal;
    manage the internal disposal of biological waste; and
    audit and inspect the waste disposal companies and sites that
    the hazardous waste may be sent to for
    compliance and waste management practices, to ensure that they
    continue to meet regulatory and
    industry standards, at the request of the Project Authority.
    
    TASKS
    
    The Contractor must perform the following tasks:
    
    Hazardous Waste Training and Analysis
    
    Plan, coordinate and deliver training courses and workshops to
    address the waste management
    issues that are identified by the Project Authority. The
    participants of the workshops will be PHAC or
    Health Canada (HC) or PHAC employees as well as students hired
    by HC and PHAC;
    Write, update and present material on procedures for handling
    radioactive, chemical and biological
    waste in HC laboratories. This material must meet all federal
    and provincial regulatory requirements
    concerning lab safety and will be used as a guideline by HC and
    PHAC managers and staff to ensure
    safe handling of hazardous material within labs;
    Prepare various reports including information on hazardous waste
    in storage and issues related to
    waste disposal, such as batteries, radioactive material and
    other related reports.  HC will provide access to the new Waste
    Management Database which will provide up to date information on
    chemicals within the labs and what is being purchased and
    disposed of within the laboratories;
    Research and keep up-to-date in the scientific and regulatory
    literature regarding hazardous materials
    to ensure that HC and PHAC remain compliant when any new
    regulations regarding the handling and
    disposal of hazardous materials, including chemical, biological,
    radiological, radiochemical come into
    force;
    Research and keep up-to-date in the scientific and regulatory
    literature regarding hazardous materials
    to ensure that HC and PHAC remain compliant when any new
    regulations regarding the handling and
    disposal of hazardous materials, including chemical, biological,
    radiological, radiochemical, when
    current regulations are not being met;
    Undertake analysis of hazardous waste handling disposal issues,
    as requested by the clients of the
    Project Authority; and
    Update HC and PHAC's hazardous waste material tracking system .
    
    Handling and Transportation of Hazardous Waste
    
    Enter HC and PHAC labs as requested by lab technicians, to
    inspect biological, chemical and
    radiochemical hazardous materials and advise technicians on how
    to package this material safely so it
    can be transported to PHAC's main holding site;
    Package and transport chemical and radiochemical hazardous
    materials from various PHAC and HC
    laboratories, to PHAC's main holding site. Some of the packaging
    may be completed within the
    laboratory area in conjunction with the laboratory technician.
    The Contractor must be able to lift and
    physically transport the 20 litre waste containers; and
    Separate and package hazardous waste at the main PHAC holding
    site, to prepare for disposal with a
    licensed carrier and disposal firm. All documentation must be
    entered into PHAC's hazardous waste
    material tracking system, prior to any disposal occurring.
    
    Disposal of Hazardous Waste
    
    1. Chemical Waste:
    
    Advise the staff by reviewing the list of chemicals and
    determine how these must be sorted to meet
    the criteria for disposal;
    Assist with the sorting and packing of hazardous material in the
    laboratories;
    Review all internal waste manifests that are generated by Health
    Canada employees that are used to
    document what is in the waste pails being created within the
    laboratories;
    If any material is diverted to another stream (biological or
    radioactive) ensure that the paperwork
    follows the redirected hazardous material in the internal
    database;
    In order to ensure that final material moving to final disposal
    meets all regulations, advise on new or
    unusual types of waste being sent from the laboratories;
    Repack and sort of waste material within the government site for
    final shipment; and
    Manage the waste that requires incineration through either the
    chemical or biological waste
    management disposal systems.
    
    Once the internal management of waste is completed, the
    Contractor will proceed with the following in
    order to complete the final disposal:
    
    Issue a proposal call and conduct a bid evaluation process to
    select a disposal company;
    Evaluate the benefits of various offers in light of ensuring the
    possibility for recycling or reusing the
    hazardous material;
    Obtain approval from the Project Authority with the selection of
    the disposal company prior to proceed
    with final disposal in order to ensure that the disposal company
    is legally able to pick-up and process
    with the disposal;
    Negotiate a definitive agreement or other definite documentation
    with the disposal company that is
    acceptable to the Project Authority and can be considered an
    executable offer(s) by Canada;
    Make available to the Project Authority the entire process and
    supporting documentation on all
    decisions and recommendations made throughout the process by
    providing the following information:
    
    1. Name of the disposal company;
    2. Confirmation that the disposal company follows the
    regulations of the Ministry of Environment
    and has a valid license to dispose of waste material;
    3. Confirmation that the waste material was reviewed for
    possible recycling or reusing;
    4. Provide details on how it was determined to select the
    company to handle the waste disposal;
    5. Provide paperwork on final disposal site.
    
    2. Biological Waste:
    
    Ensure the correct labelling of all biological waste. If a
    change in legislation requires repackaging or
    re-labelling of the waste, the Contractor must advise the
    Project Authority immediately;
    When requested, transport some of the biological waste to the
    designated central pick-up site, so that
    the disposal firm can pick up the waste, without additional
    stoppage fees being charged to PHAC by
    the disposal firm.
    The disposal firm will be billing Health Canada directly for
    their services and HC will provide a copy of the invoice to the
    Contractor. The Contractor must ensure that no over-billing by
    the disposal firm has
    occurred and that the the billing by the disposal firm for the
    disposal of the biological waste, matches
    with the Contractors records of the biological waste that was
    removed from the designated pick-up
    sites.
    Make any corrections to the Ministry of Environment database on
    behalf of Health Canada if changes
    to volume of waste or classification types are made by the
    Biological waste company.
    
    3. Radioisotope Waste:
    
    Assess all radioisotope waste to determine if this waste must be
    disposed through the Chalk River,
    Atomic Energy Control Limited (AECL).
    If it is determined that the waste must be sent to AECL for
    disposal, the Contractor must provide
    AECL with the necessary information in order to obtain their
    agreement that they wil l accept the waste.
    Once AECL has agreed to accept the waste, the Contractor must
    arrange for transport of the waste
    through a licensed transporter. The Contractor is responsible
    for completing al l paperwork necessary
    for acceptance by AECL. Note this process is paperwork heavy as
    AECL determines what they want
    for paperwork for each type of disposal.
    
    PERIOD OF THE CONTRACT:
    
    The period of the Contract is for three (3) years from date of
    Contract.
    
    Option to Extend the Contract 
    
    The Contractor grants to Canada the irrevocable option to extend
    the term of the Contract by up to three (3) additional one (1)
    year period(s) under the same conditions.  The Contractor agrees
    that, during the extended period of the Contract, it will be
    paid in accordance with the applicable provisions as set out in
    the Basis of Payment.
    
    Canada may exercise this option at any time by sending a written
    notice to the Contractor at least thirdy (30) calendar days
    before the expiry date of the Contract.    The option may only
    be exercised by the Contracting Authority, and will be evidenced
    for administrative purposes only, through a contract amendment.
    
    SECURITY REQUIREMENT:
    
    The following security requirement (SRCL and related clauses)
    applies and form part of the Contract: 
    
    1. 	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing Offer, hold a valid
    Designated Organization Screening (DOS), issued by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC). 
    
    2. 	The Contractor/Offeror personnel requiring access to
    PROTECTED information, assets or sensitive work site(s) must
    EACH hold a valid RELIABILITY STATUS, granted or ap-proved by
    CISD/PWGSC.
    
    3. 	The Contractor/Offeror MUST NOT remove any PROTECTED
    information or assets from the identified work site(s), and the
    Contractor/Offeror must ensure that its personnel are made aware
    of and comply with this restriction.
    
    4. 	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    5. 	The Contractor/Offeror must comply with the provisions of
    the:
    
    (a)	   Security Requirements Check List and security guide (if
    applicable), attached at Annex C;
    (b)	   Industrial Security Manual (Latest Edition).
    
    MANDATORY REQUIREMENTS:
    
    Corporate Experience
    
    M1.  The Bidder must demonstrate that it has managed hazardous
    waste for at least (2) two organizations for a minimum of three
    (3) continuous years for each organization within the past five
    (5) years at time of bid closing. As part of the waste
    management services for these organizations the Bidder must
    have: 
    
    ·	provided advice regarding issues related to the Ontario
    Hazardous Waste Information Network (HWIN);  
    
    ·	been responsible for reporting of medical waste issues that
    arise from incorrect labeling and coding of medical waste boxes
    that required correction of information to the Ministry of
    Environment; 
    
    ·	managed other issues with disposal of waste including, but not
    exclusive to, correction of classes, weights and confirmation of
    disposal sites.
    
    M2   The Bidder must demonstrate that it has successfully
    completed at least four (4) shipments, including all required
    paperwork, of radioactive material to Chalk River Laboratories.
    
    Resource Experience
    
    M3.  The Bidder must provide the résumé of the proposed resource.
    
    M4.  The Bidder's proposed resource must possess an
    undergraduate degree from a recognized university in Chemistry,
    Biochemistry or science degree with chemistry as the major. A
    copy of this degree must be provided with the Bid.
    
    M5.  The Bidder's proposed resource must have at least five (5)
    years experience testing and handling hazardous wastes that
    include chemical, biological and radioactive waste.
    
    M6.  The Bidder's proposed resource must have a valid drivers
    license. A copy of this license must be provided with the Bid.
    
    M7.  The Bidder's proposed resource must have a valid Transport
    Dangerous Goods (TDG) certification. A copy of the Certification
    as well as the material covered in the courses taken by the
    resource to obtain this Certification, must be provided with the
    Bid.
    
    BASIS OF SELECTION:
    
    Basis of Selection - Lowest Evaluated Price 
    	
    1.	To be declared responsive, a bid must:
    
    (a) comply with all the requirements of the bid solicitation; 
    
    (b) meet all mandatory evaluation criteria; and
    
    (c) obtain the required minimum number of points specified in
    Attachment 1 to Part 4 for the point rated technical criteria.
    
    2.  	Bids not meeting (a) or (b) or (c) will be declared
    non-responsive. The responsive bid with the lowest evaluated
    price will be recommended for award of a contract.  In the event
    two or more responsive bids have the same lowest evaluated
    price, the responsive bid that obtained the highest overall
    score for all the point rated technical criteria subject to
    point rating detailed in Attachment 1 to Part 4 will be
    recommended for award of a contract.
