Trade Agreement: LCSA/AIT Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (Other) Competitive Procurement Strategy: Subsequent/Follow-on Contracts Comprehensive Land Claim Agreement: No Nature of Requirements: 1NOTICE OF PROPOSED PROCUREMENT (NPP) Title: Request for Standing Offer - Collection Services Background: Various departments have accumulated debt within their respective organizations as a result of non-payment or partial payment by users of their programs or services. This NMSO will allow all federal government departments, agencies and Crown Corporations, who have outstanding debt, to collect the outstanding amounts in order to meet the operational requirements of their respective organizations. Scope: To establish a National Master Standing Offer (NMSO) for the collection services of debt owed to Canada, on an "as and when requested" basis, to assist various Identified Authorized User(s) to use the NMSO to fulfill their individual requirement across Canada. Any resulting Standing Offer Agreements will be for a period of three (3) years commencing upon Standing Offer Agreement award. Canada may exercise an option to extend the term of the Standing Offer Agreement by up to two (2) additional one (1) year period(s) under the same conditions. The Contractor agrees that, during the extended period of the Standing Offer Agreement, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment. Security Requirement: There is a security requirement associated with the requirement of the Standing Offer. For additional information, see Part 6 - Security, Financial and Insurance Requirements, and Part 7 - Standing Offer and Resulting Contract Clauses. Selection Methodology To be declared responsive, an offer must: (a) comply with all the requirements of the Request for Standing Offers; (b) meet all mandatory technical evaluation criteria; and (c) obtain the required minimum numbers of points specified in each of the point rated technical criterion. Offers not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive offer that receives the highest number of points nor the one that proposed the lowest price will necessarily be accepted. The responsive offer with the lowest evaluated price per point as calculated from a ratio of the technical points scored to the price for each compliant bid evaluated will be ranked first. Of the highest ranked responsive offers in ascending order up to 3 will be recommended for issuance of a standing offer. The lowest price per rated point will be determined as follows. Price per Rated Point = Total Cost (Excluding Option Periods) / Total Points Achieved In the event two or more responsive offers have the same lowest evaluated price per point, these offers will be ranked in descending order of the overall scores obtained for all the point rated technical criteria; the responsive offer obtaining the highest overall score being ranked the highest.
